Book excerpt: This book focuses on southern Africa by engaging with ‘norms’ from various perspectives and how they have proliferated within a neo-liberalising context since the 1990s. It particularly examines gender norms in relation to agency, influence and their impact. Despite growing transnational activities, regional studies analyses have so far maintained a primarily linear logic not incorporative of the increasing interface between state and non-state regionalism in a transnational context since the advent of liberalisation and democratisation. Increasing non-state activities, and their connection to state processes involved in norm creation, adaptation, diffusion and implementation around broad questions of security (including gender security), amount to regional thickening. The book’s analytical approach is informed by alternatives to mainstream approaches, emphasising processes rather than linearity inherent in regional international relations studies. The research reveals that transnational activities and regionalisation of gender and women-focused civil society actors are critical for advocacy and diverse representation within intergovernmental policymaking structures at the regional scale.

Drawing can be a method in itself, as in the research area of Visual Studies, and also one that complements the use of photography, video, and other visual methodologies. This edited volume is divided into two sections. The first section provides critical commentary on the use of drawings in social science research, addressing such issues of methodology as the politics of working with children and drawing, ethical issues in working with both adults and children, and some of the interpretive considerations. The second section, in its presentation of nine research-based case-studies, illustrates the richness of drawings. Each case study explores participatory research involving drawings that encourages social change, or illustrates participant resilience. These case studies also highlight the various genres of drawings including cartoons and storyboarding. The book draws on community-based research from a wide variety of contexts, most in South Africa, although it also includes work from Rwanda and Lesotho. Given the high rates of HIV&AIDS in sub-Saharan Africa, it should not be surprising that many of the chapters take up concerns such as the preparation of teachers and community health workers in the age of AIDS, and the experiences of orphans and vulnerable children. Moving further afield, this book also includes work done with immigrant populations in Canada, and with tribunals in Somalia and Australia. Picturing research is an important resource for novice and experienced researchers interested in employing qualitative methodology that encourages rich (yet low-tech) visible data and that offers a participatory, enabling experience for participants and their communities.

This is because of the centrality of the gender question and its impact on the cultural relativism debate within human rights. It is therefore important to examine critically the role of law, broadly constructed, in African societies. The book focuses on women's experiences in the family. This is because the lives of women continue to be lived out largely in the private domain, where the right to privacy is used to conceal unequal treatment of women which is justified by invoking 'custom' and 'tradition'. The book shows how law and its interpretation is used to disenfranchise women, resulting in their being deprived of land and other property which they may have helped to accumulate. It also considers issues of violence within the home, reproductive rights and examines the issue of female genital cutting. The role of women in development is explored as is their participation in politics and the NGO sector. A major theme of the book is a consideration of the linkages of constitutional and international human rights norms with local values. This is done using feminist tools of analysis. The book considers the provisions of the Protocol to the African Charter on Human and People's Rights on the Rights of Women which was adopted by the African Union in July 2003.

In May this year, ministers added that they want the Protocol to be accompanied by a Monitoring, Evaluation and Results Framework. The 2015 Barometer shows that implementation is now the biggest missing gap in the quest for gender equality. Such violence is considered a systemic, widespread and pervasive human rights violation, experienced largely by women because they are women. Yet at the international level, there is a gap in the legal protection of women from violence. There is currently no binding international convention that explicitly prohibits such violence; or calls for its elimination; or, mandates the criminalisation of all forms of violence against women. This book critically analyses the treatment of violence against women in the United Nations system, and in three regional human rights systems. Each chapter explores the advantages and disadvantages coming from the legal instruments, the work of the monitoring systems, and the resulting findings and jurisprudence. The book proposes that the gap needs to be addressed through a new United Nations Convention on the Elimination of All Forms of Violence against Women, or alternatively an Optional Protocol to the Convention on the Elimination of all Forms of Discrimination against Women. A new Convention or Optional Protocol would be part of the transformative agenda that is needed to normatively address the promotion of a life free of violence for women, the responsibility of states to act with due diligence in the elimination of all forms of violence against all women, and the systemic challenges that are the causes and consequences of such violence.
