Book excerpt: The private sector is increasingly being engaged in climate finance and climate-related activities. Private sector opportunities for engagement in climate change adaptation are less clear than for mitigation, particularly in developing countries. This article first conceptualizes private sector engagement in adaptation by exploring (1) different roles of the private sector in adaptation in developing countries and (2) the way governments can create an enabling environment to increase private sector engagement. Second, it analyses how 47 least developed countries (LDCs) envisage the role of the private sector in their National Adaptation Programmes of Action (NAPAs). This article argues that private sector engagement in adaptation is often inevitable and potentially significant. Yet, the results show that it receives little attention in NAPAs.This may have three explanations: (1) an intentional approach of LDCs to avoid a distraction from the necessity to scale up public funding; (2) a lack of awareness of the potential of the private sector; and (3) the NAPA formulation guidelines focus on the public sector in the context of public financing, potentially causing path dependency. Developed countries' historic responsibility for emissions obliges them to upscale public climate finance. At the same time, however, LDCs should further explore private sector engagement in adaptation.

This study identifies ten considerations that are key to estimating mobilised private climate finance. An example methodology is proposed for tracking mobilised private investment and the methodology is tested on three Nordic case studies. Through the further refinement of methodologies, it should be possible to develop common systems for M&E of finance enabling a clearer understanding of the finance landscape and the effectiveness of interventions for mobilising private investment.

It draws from experiences in international climate finance and best practices, processes, and products of NDBs within the Latin American and Caribbean region.

This paper centers on how to facilitate private sector investment in climate finance, and the particular expectations the establishment of the Green Climate Fund's Private Sector Facility has raised to that effect. The thesis leading this research is that the Private Sector Facility has a huge potential as a leading actor in helping to overcome private climate investment risks and barriers if it focuses its efforts in strengthening technology development and capacity building in local actors and markets, such as micro-, small- and medium-sized enterprises. To that effect, in Section II, a background on climate finance and the Green Climate Fund is provided. Then, in Section III, the involvement and necessity of leveraging private investment in climate finance is explained. And lastly, the main objectives and challenges of the Green Climate Fund's Private Sector Facility are analyzed.

Existing approaches lack key features in order to adequately address the key financing challenges of these investments, and do not utilize public support to its maximum effectiveness. The international community is essential in resolving this financing challenge, and host governments need to create an environment that levels the playing field for green investments vis-à-vis their conventional alternatives. The Green Infrastructure Finance Framework places clean investments in a commonly understood framework of structured finance with public finance components, as in many hybrid PPPs. The framework includes four main elements: (i) a viability gap methodology for evaluating, structuring and equitably allocating financing responsibilities to different private and public parties; (ii) linkage to a country’s PPP’s procurement and regulatory framework along with an MRV component for ensuring the service obligations of projects; (iii) measures for addressing the adequacy of the climate for these investments; and (iv) a financing and advisory interface for allocating a wide variety of public sources of financing in a coherent fashion.
