In 1965, as part of negotiations leading to Mauritian independence in 1968, the UK government excised the Chagos Archipelago from the colony of Mauritius to form part of a new overseas territory, the British Indian Ocean Territory (BIOT). As a consequence of the UK’s acquisition of the Chagos Islands and the expulsion of the Chagossian population, there has been wide ranging litigation brought by Mauritius and the Chagossians. This has reached the International Court of Justice, the United Nations General Assembly, the European Court of Human Rights and the UK Supreme Court. This book offers a wide-ranging debate between experts and practitioners, including those of Chagossian and Mauritian heritage, touching upon key developments and offering an inclusive approach that transcends traditional disciplinary silos. Book excerpt: Focussing on music traditions, these essays explore the policy, ideology and practice of preservation and promotion of East Asian intangible cultural heritage. For the first time, Japan, Korea, China and Taiwan - states that were amongst the first to establish legislation and systems for indigenous traditions - are considered together. Calls to preserve the intangible heritage have recently become louder, not least with increasing UNESCO attention. The imperative to preserve is, throughout the region, cast as a way to counter the perceived loss of cultural diversity caused by globalization, modernization, urbanization and the spread of the mass media. Four chapters - one each on China, Korea, Taiwan and Japan - incorporate a foundational overview of preservation policy and practice of musical intangible cultural heritage at the state level. These chapters are complemented by a set of chapters that explore how the practice of policy has impacted on specific musics, from Confucian ritual through Kam big song to the Okinawan sanshin. Each chapter is based on rich ethnographic data collected through extended fieldwork. The team of international contributors give both insider and outsider perspectives as they both account for, and critique, policy, ideology and practice in East Asian music as intangible cultural heritage.

The advent of cassette technology in the 1980s transformed India's popular music industry from the virtual monopoly of a single multinational LP manufacturer to a free-for-all among hundreds of local cassette producers. The result was a revolution in the quantity, quality, and variety of Indian popular music and its patterns of dissemination and consumption. Manuel shows that the cassette revolution, however, has brought new contradictions and problems to Indian culture. While inexpensive cassettes revitalized local subcultures and community values throughout the subcontinent, they were also a vehicle for regional and political factionalism, new forms of commercial vulgarity, and, disturbingly, the most provocative sorts of hate-mongering and religious chauvinism.
