Book excerpt: The victory of the Pakatan Harapan (PH), or the Alliance of Hope on May 9, 2018 in the Malaysian 14th General Election (GE14) was not just stunning, but historic. Moreover, the second comeback of Tun Dr. Mahathir Mohamad as the seventh Prime Minister of Malaysia was indeed impressive. The results of the GE14 were clearly against the tide as many political pundits and analysts had predicted a win for the Barisan Nasional (BN) coalition with differences only in matters of margins. Similar to Malaysia’s 13th General Election (GE13), which was held on May 5, 2013, the main issue in the GE14 was also about the economy. The rise in cost of living was perhaps the mother of all issues which caused the downfall of the BN government for the first time since independence. Other crucial economic issues centered on alleged corruption practices and manifested through the 1Malaysia Development Berhad (1MDB) saga. As a new federal power for 22 months, the PH government had a daunting task not just to address economic issues mentioned above, but also the other alleged economic problems which they had highlighted in their election manifesto. On top of that, the PH government had the responsibility to maintain, if not to improve further what the BN government had done to the Malaysian economy in the past, of which World Bank economists described as a success story, “a very strong economy” and “growing towards a high-income.” Post-GE14, what is the state of the Malaysian economy and its direction? What are lessons that can be learned from the PH economic management? And with the Perikatan Nasional (PN) government succeeding the federal power in March 2020 in the midst of the Covid-19 pandemic, what are the pressing issues and what needs to be done moving forward especially in the context of the economic challenges arising from the pandemic and post-Covid-19 era? These are some critical questions which this book is trying to address. The book essentially argues for the need to give greater focus to economic issues above anything else by envisioning a new national vision and engineering a new wave of economic structural reforms primarily based on insights from the vast Malaysian economic history lessons

Book excerpt: In Malaysia’s last general election, urban voters tended to support the opposition coalition — 72 of the 97 urban parliamentary seats were in fact won by it. However, most of these seats have a mixed demography, with a high percentage of ethnic Chinese voters. In the upcoming general election, Pakatan has a good chance of winning the federal government if Malay voters join their Chinese counterparts in supporting the opposition coalition. A subsequent so-called “Malay tsunami” could lead to a Pakatan victory. This present study, which is based on a series of focus group discussions held in the Malaysian states of Kedah and Johor, finds that urban Malay voters are very unhappy with the economic condition of the country and are also worried about corruption. But despite their grouses, they are still uncertain about supporting the opposition coalition due to the fear of losing the race-based privileges they enjoy as ethnic Malays.

Despite a long-running financial scandal dogging the ruling coalition, pollsters and commentators predicted a solid BN victory or, at least, a narrow parliamentary majority. Yet, on the day, deeply rooted political dynamics and influential actors came together, sweeping aside many prevailing assumptions and reconfiguring the country’s political reality in the process. Research on Pleistocene prehistoric remains in Dakhleh Oasis began during survey in the 1978 Dakhleh Oasis Project (DOP) season, with discovery of the ubiquity of stone artefacts. Dedicated work by both prehistorians and environmentalists continued until 2011. Comparative DOP reconnaissance and geological work in Kharga Oasis began in 1987, which morphed into the Kharga Oasis Prehistory Project (KOPP) in 2001. Papers on the Pleistocene research are focused on geoarchaeological and palaeo-environmental data, reporting on different aspects of the off-site fieldwork conducted in the oases. Pleistocene finds and sequence are included. Detailed analyses of palaeolakes, the meteoritic Dakhleh Event, chronometric dating, and the 'empty desert hypothesis' employ state of the art research strategies and techniques to provide important information on Pleistocene human uses and habitability in the Western Desert. A summary paper and a Catalogue of Pleistocene localities recorded in the Dakhleh Oasis survey are provided. The volume will be a major contribution to the publication of the results of several decades of work in a region where fieldwork is now increasingly difficult. This will be the only volume in which the significant results of the research into the Pleistocene of the Western Desert of Egypt appear. This has been undertaken under the auspices of the Dakhleh Oasis Project and its off-shoot The Kharga Oasis Prehistory Project. The preliminary results have been presented at various conferences and in articles that have all been well received. They incorporate state of the art research strategies and dating techniques. The volume will be a major contribution to the publication of the results of several decades of work in a region where fieldwork is now increasingly difficult.

The state is economically vital to the country: it is the birthplace of the United Malays National Organization (UMNO); and it has a large number of parliamentary seats. Johor-specific dynamics that have worked to the advantage of the ruling coalition include: UMNO’s unique links with the state; the tight control over religion; and the phenomenal scale and success of the Federal Land Development Authority (FELDA) scheme. Despite these advantages, support for the ruling coalition has been slipping across the state. Furthermore, the emergence of new parties such as Parti Pribumi Bersatu Malaysia (PPBM) will challenge Barisan Nasional’s control over Johor’s rural and Malay heartland. The redelineation of parliamentary and state constituencies now underway is however likely to benefit BN, and recent survey data indicate that Johoreans are yet to be attracted to the reconfigured opposition coalition, Pakatan Harapan. Thus, while BN may suffer a drop in support, it is likely to retain power in Johor.

Book excerpt: Although authoritarian countries often repress independent citizen activity, lobbying by civil society organizations is actually a widespread phenomenon. Using case studies such as China, Russia, Belarus, Cambodia, Malaysia, Montenegro, Turkey, and Zimbabwe, Lobbying the Autocrat shows that citizen advocacy organizations carve out niches in the authoritarian policy process, even influencing policy outcomes. The cases cover a range of autocratic regime types (one-party, multi-party, personalist) on different continents, and encompass different systems of government to explore citizen advocacy ranging from issues such as social welfare, women’s rights, election reform, environmental protection, and land rights. They show how civil society has developed adaptive capacities to the changing levels of political repression and built resilience through ‘tactful contention’ strategies. Thus, within the bounds set by the authoritarian regimes, adaptive lobbying may still bring about localized responsiveness and representation. However, the challenging conditions of authoritarian advocacy systems identified throughout this volume present challenges for both advocates and autocrats alike. The former are pushed by an environment of constant threat and uncertainty into a precarious dance with the dictator: just the right amount of acquiescence and assertiveness, private persuasion and public pressure, and the flexibility to change quickly to suit different situations. An adaptive lobbyist survives and may even thrive in such conditions, while others often face dire consequences. For the autocrat on the other hand, the more they stifle the associational sphere in an effort to prevent mass mobilization, the less they will reap the informational benefits associated with it. This volume synthesizes the findings of the comparative cases to build a framework for understanding how civil society effectively lobbies inside authoritarian countries.
