Book excerpt: The UK faces a threefold energy challenge: how to keep the lights on, at affordable prices while moving towards a sustainable low-carbon future. The Government believes that the best way to meet these goals is with a competitive, diverse, low carbon energy mix. Gas currently forms an integral part of the UK's generation mix and is a reliable, flexible source of electricity. Using gas as fuel in UK power stations currently provides a significant proportion of the country's electricity generation (around 40% in 2011). The Government expects gas to continue to play a major role in the electricity mix over the coming decades, alongside low-carbon technologies. Gas is also the cleanest fossil fuel and will have a key role in decarbonising the UK's economy. Also gas-fired power stations are relatively cheap and quick to build, and investment in new gas plants will offer employment opportunities throughout the country. The strategy is divided into 7 chapters: Chapter 1: Current role of gas generation; 2: Future role of gas generation; 3: Enabling investment in gas generation; 4: Ensuring secure and affordable gas supply; 5: Developing shale resources; 6: Carbon capture and storage; 7: Next steps.

A power plant, no matter of what kind, is not a solitary unit, which may be considered independently from its environment. Modem society has been built on easy access to power; it is now asking for environmentally clean power. Clean power is the pathway that will lead to sustainability, an extension of the concept of an environmentally clean future. Progress toward a sustainable technical solution must include an evaluation of the environmental, economic, and societal impact of electrical power generation. To achieve the goals of the CETP program, we wanted to go beyond what had been done in similar programs in the past. Its organizers wanted the program not only to evaluate the overall impact of electricity generation, but also do it in such a way that program results could be applied and adapted to different circumstances, including countries other than China. For this purpose we have developed a methodology and presented it on a DVD disc, which the reader will find inside the back cover of this book. The methodology is conceived to allow insights into the function of the program on various levels.

Book excerpt: The Environmental Audit Committee believes the Government's £250 million compensation scheme to help energy intensive companies with the cost of carbon must be tightened up to avoid over-compensating large companies already profiting from the over allocation of EU Emissions Trading System allowances. The Committee scrutinised the Government's proposal for a compensation scheme to help offset some of the future electricity price rises that energy intensive industries will face as a result of the EU Emissions Trading System and the Government's Carbon Price Floor. Across Europe a large surplus of emission allowances in the EU Emissions Trading System worth 4.1 billion Euros had been accrued by large industrial companies as a result of pre-recession overly optimistic forecasts of growth and fierce lobbying by heavy industry. Sales of these allowances had already raised 1.8 billion Euros for these companies. In the UK, the Government's proposed rules do not take the value of these excess allowances into account when calculating compensation. The Committee also calls for an energy intensive industries strategy, as part of a wider UK manufacturing strategy, to set out a path for their maximum feasible decarbonisation and help guide and support companies to reduce their dependence on fossil fuels. Such a strategy should identify by how much these industries can feasibly decarbonise and improve their energy efficiency and how the Government will help to ensure that this is achieved, including through energy consumption reduction measures and incentives, and support for innovation, technological research, development and investment.

The Government is taking a long-term approach to infrastructure, to overcome decades of short-term decision making and uncertainty in funding, financing and failures in delivery. Plans include over £70 billion of investment in transport, over £20 billion in schools and £10 billion in science, housing and flood defences. Specific commitments include funding for HS2, the biggest programme of investment in roads since the 1970s, and superfast broadband provision will be expanded so 95 per cent of UK premises will have access to superfast broadband by 2017.Action is being taken to provide the support needed to enable up to £100 billion of private sector energy investment, including through the further roll-out and extension of the UK guarantees scheme. Lessons on successful project delivery will be learnt from the Olympics and similar examples.

Action to promote growth includes: a reduction in corporation tax by 1 per cent in April 2015; from April 2014 giving businesses and charities an entitlement to a £2000 employment allowance per year towards their employer National Insurance contributions, designed particularly to help small businesses; capital spending increase by £3 billion a year; providing £1.6 funding to support strategies in 11 key sectors; creation of a Single Local Growth Fund; introduce a new housing scheme, Help to Buy comprising an extension of the First Buy scheme and mortgage guarantee for lenders who offer mortgages to people with a deposit of between 5 and 20 per cent on homes with a value up to £600,000; reducing the qualifying period for Right to Buy; doubling the existing affordable homes guarantee programme, to support a further 15,000 affordable homes in England by 2015. Other measures include: first £10,000 of income to be tax free in 2014-15; cancellation of planned fuel duty increases; a new tax-free Childcare Scheme and increased child support in Universal Credit; implement the £72,000 cap on reasonable social care costs; reduce beer duty by 2 per cent; crackdown on tax avoidance, with the Isle of Man, Guernsey and Jersey entering into tax information exchange agreements.
