This report covers a design and feasibility study of a pebble bed reactor-steam power plant of 125 megawatt electrical output. The reactor design which evolved from this study is a two-region thermal breeder, operating on the uranium-thorium cycle, in which all core structural materials are graphite. Fuel is in the form of unclad spherical elements of graphite, containing fissile and fertile material. The primary loop consists of the reactor plus three steam generators and blowers in parallel. Plant design and system analysis including cost analysis and capital cost summary are given.

Initial studies were conducted on a fast, sodium cooled system, a gas cooled system, and organic and water moderated thermal systems. The organic moderated and light water moderated systems showed promise. The light water system was chosen for a detailed study to enable comparison with existing pressurized water reactors. The detailed study resulted in the selection of a slightly enriched uranium reactor with a heat production capability of 465 Mw. If the plutonium produced is recycled, natural or depleted material can be utilized as feed. The economic study indicated fuel costs between 1.8 and 2.7 mills/kw-hr assuming a plant load factor of 0.85. (auth).
