Book excerpt: U.S. compacts with the FSM and the RMI entered into force in 1986 and were amended in 2003. A compact with Palau entered into force in 1994. Legislation pending before the Senate would approve, provide funding for, and make modifications to a 2010 agreement between the U.S. and Palau governments regarding their compact. Under the compacts, the United States provides each country with, among other things, economic assistance- including grants and contributions to a trust fund; access to certain federal services and programs; and permission for citizens of the three countries to migrate to the United States and its territories without regard to visa and labor certification requirements. Guam, Hawaii, the Commonwealth of the Northern Mariana Islands, and American Samoa, which are designated in law as jurisdictions affected by compact migration, receive grants to aid in defraying the cost of services to migrants. This testimony examines (1) the potential impact of the proposed legislation approving the 2010 Palau agreement, (2) challenges affecting implementation of the FSM and RMI compacts, and (3) migration from the FSM, RMI, and Palau and its impacts on U.S. areas. Novel high-performance marine vehicles, such as the air cushion vehicle (ACV), surface effect ship (SES), high-speed monohull craft (MHC), catamaran (CAT), hydrofoil craft (HYC), wave-piercing craft (WPC) and small water area twin hull craft (SWATH) have all developed as concepts, achieving varying degrees of commercial and military success. Prototype ACV and SES have achieved speeds of 100 knots in at calm con- tions; however, the normal cruising speed for commercial operations has remained around 35–50 knots. This is partly due to increased drag in an average coastal s- way where such craft operate services and partly due to limitations of the propulsion systems for such craft. Water jets and water propellers face limitations due to c- itation at high speed, for example. SWATH are designed for reduced motions in a seaway, but the hull form is not a low drag form suitable for high-speed operation. So that seems to lead to a problem – maintain water contact and either water propulsion systems run out of power or craft motions and speed loss are a problem in higher seastates. The only way to higher speed would appear to be to disconnect completely from the water surface. You, the reader, might respond with a question about racing hydroplanes, which manage speeds of above 200 kph. Yes, true, but the power-to-weight ratio is extremely high on such racing machines and not economic if translated into a useful commercial vessel.

It would extend or re-establish several tax incentives that would support renewable electricity production, biofuels production, transportation efficiency and conservation, buildings efficiency, and equipment efficiency. Book excerpt: Pulsed power technology, in the simplest of terms, usually concerns the storage of electrical energy over relatively long times and then its rapid release over a comparatively short period. However, if we leave the definition at that, we miss a multitude of aspects that are important in the ultimate application of pulsed power. It is, in fact, the application of pulsed power technology to which this series of texts will be foc~sed. Pulsed power in today's broader sense means "special power" as opposed to the traditional situation of high voltage impulse issues related to the utility industry. Since the pulsed power field is primarily application driven it has principally engineering flavor. Today's applications span those from materials processing, such as metal forming by pulsed magnetic fields, to commercial applications, such as psychedelic strobe lights or radar modulators. Very high peak power applica tions occur in research for inertial confinement fusion and the Strategic Defense Initiative and other historical defense uses. In fact it is from this latter direction that pulsed power has real ized explosive growth over the past half century. Early thrusts were in electrically powered systems that simulated the environment or effects of nuclear weapons detonation. More recently it is being utilized as prime power sources for directed energy weapons, such as lasers, microwaves, particle beam weapons, and even mass drivers (kinetic energy weapons).
