I want to thank my colleagues in the Sen ate for allowing me to testify on Title III of hr. 3286. I oppose very strongly the inclusion of Title III in hr. 3286. The full committee, on a bipartisan consensus, voted unanimously - I want to stress that - to strike title III out of the bill. However, the House Rules Committee chose to reinstate that title in an omnibus adoption bill. When it was considered on the House floor, it was a very close vote.
