Book Newport Manual on Arctic Security

Download or read book Newport Manual on Arctic Security written by Walter Berbrick and published by Naval Institute Press. This book was released on 2022-11-15 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Arctic’s growing strategic importance in world affairs and the increasing attention it receives from states inside and outside the region warrants greater cooperation and understanding of practical measures for maintaining regional security and stability. Approaches that seek to systematically isolate one of the Arctic states, particularly Russia, will only contribute to mistrust and impede prospects for regional stability. The product of a three-year project by twenty Arctic scholars and practitioners, The Newport Manual on Arctic Security sets out thirty international principles of security applicable to this maritime region. It addresses topics related to awareness, confidence-building measures, and capabilities. An extensive commentary accompanies each principle, which sets forth its basis during peacetime, explains practical barriers and solutions to implementation, and outlines critical disagreements within the group. Transparency, cooperation, and communication provide the basis for the principles and commentary. This book is policy—and politics—neutral and does not represent the official position, plans, or policies of any state or international organization, including the U.S. Naval War College. The project’s leadership was committed to objectivity and has included the views of all participants to reach consensus on future prospects for cooperation and agreement.

Book Governing the North American Arctic

Download or read book Governing the North American Arctic written by Dawn Alexandrea Berry and published by Springer. This book was released on 2016-04-08 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: Though it has been home for centuries to indigenous peoples who have mastered its conditions, the Arctic has historically proven to be a difficult region for governments to administer. Extreme temperatures, vast distances, and widely dispersed patterns of settlement have made it impossible for bureaucracies based in far-off capitals to erect and maintain the kind of infrastructure and institutions that they have built elsewhere. As climate change transforms the polar regions, this book seeks to explore how the challenges of governance are developing and being met in Alaska, the Canadian Far North, and Greenland, while also drawing upon lessons from the region's past. Though the experience of each of these jurisdictions is unique, their place within democratic, federal systems and the prominence within each of them of issues relating to the rights of indigenous peoples situates them as part of an identifiably 'North American Arctic.' Today, as this volume shows, their institutions are evolving to address contemporary issues of security, environmental protection, indigenous rights, and economic development.

Book Strengthening U S Russian Cooperation on Nuclear Nonproliferation

Download or read book Strengthening U S Russian Cooperation on Nuclear Nonproliferation written by Russian Academy of Sciences and published by National Academies Press. This book was released on 2005-10-07 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Strengthening U.S.-Russian Cooperation on Nuclear Nonproliferation: Recommendations for Action offers the consensus findings and recommendations of a joint committee established by the U.S. National Academies and the Russian Academy of Sciences to identify methods of improving the ongoing cooperation between the two nations in this area. The report finds that the best way to realize the enormous potential of the U.S.-Russian relationship on nuclear nonproliferation is to reinvigorate the relationship between the two governments as a true partnership. It recommends that the U.S. and Russia establish a Joint High-Level Commission of government and non-government experts to assess their cooperation and devise a strategic plan for moving forward. It suggests that the Senior Interagency Group that was recently established by the two presidents be empowered to carry out this strategic plan. The report then examines three issue areas, making specific recommendations in each: law and taxation, program organization and management, and scientific and technical cooperation.

Book China s Strategic Modernization Implications for the United States

Download or read book China s Strategic Modernization Implications for the United States written by Mark A. Stokes and published by DIANE Publishing. This book was released on with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conventional wisdom portrays the People's Republic of China (PRC) People's Liberation Army (PLA) as a backward continental force that will not pose a military challenge to its neighbors or to the United States well into the 21st century. PLA writings that demonstrate interest in exploiting the revolution in military affairs (RMA) are dismissed by a large segment of the PLA- watching community as wistful fantasies. The author offers an alternative perspective by outlining emerging PLA operational concepts and a range of research and development projects that appear to have been heavily influenced by U.S. and Russian writings on the RMA. Fulfillment of the PLA's vision for the 21st century could have significant repercussions for U.S. interests in the Asia-Pacific region.
