Book excerpt: Several state & local gov't. agencies & financial institutions accept consular identification (CID) cards, which are issued by foreign gov'ts. to their citizens living abroad. Mexico issued 2+ mill. & Guatemala 89,000 from 2002-03. Critics of CID cards say their acceptance facilitates the unlawful stay within the U.S. of undocumented aliens & may provide opportunities for terrorists to remain undetected in this country. This report examines: (1) the purpose of a CID card & how Mexican & Guatemalan CID cards are being used in the U.S.; (2) steps Mexico & Guatemala have taken to verify the identifies of CID card applicants & incorporate security features in CID cards; & (3) the positions & policies of Fed. agencies regarding CID cards. Book Making Immigrant Rights Real

Download or read book Making Immigrant Rights Real written by Els de Graauw and published by Cornell University Press. This book was released on 2016-03-03 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: More than half of the 41 million foreign-born individuals in the United States today are noncitizens, half have difficulty with English, a quarter are undocumented, and many are poor. As a result, most immigrants have few opportunities to make their voices heard in the political process. Nonprofits in many cities have stepped into this gap to promote the integration of disadvantaged immigrants. They have done so despite notable constraints on their political activities, including limits on their lobbying and partisan electioneering, limited organizational resources, and dependence on government funding. Immigrant rights advocates also operate in a national context focused on immigration enforcement rather than immigrant integration. In Making Immigrant Rights Real, Els de Graauw examines how immigrant-serving nonprofits can make impressive policy gains despite these limitations. Drawing on three case studies of immigrant rights policies—language access, labor rights, and municipal ID cards—in San Francisco, de Graauw develops a tripartite model of advocacy strategies that nonprofits have used to propose, enact, and implement immigrant-friendly policies: administrative advocacy, cross-sectoral and cross-organizational collaborations, and strategic issue framing. The inventive development and deployment of these strategies enabled immigrant-serving nonprofits in San Francisco to secure some remarkable new immigrant rights victories, and de Graauw explores how other cities can learn from their experiences.

Book Handbook of Emergency Response

Download or read book Handbook of Emergency Response written by Adedeji B. Badiru and published by CRC Press. This book was released on 2013-08-22 with total page 762 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite preemptive preparations, disasters can and do occur. Whether natural disasters, catastrophic accidents, or terrorist attacks, the risk cannot be completely eliminated. A carefully prepared response is your best defense. Handbook of Emergency Response: A Human Factors and Systems Engineering Approach presents practical advice and guidelines on how to plan the coordinated execution of emergency response. A useful tool to mitigate logistical problems that often follow disasters or extreme events, the core of this guide is the role of human factors in emergency response project management. The handbook provides a systematic structure for communication, cooperation, and coordination. It highlights what must be done and when, and how to identify the resources required for each effort. The book tackles cutting-edge research in topics such as evacuation planning, chemical agent sensor placement, and riverflow prediction. It offers strategies for establishing an effective training program for first responders and insightful advice in managing waste associated with disasters. Managing a project in the wake of a tragedy is complicated and involves various emotional, sentimental, reactive, and chaotic responses. This is the time that a structured communication model is most needed. Having a guiding model for emergency response can help put things in proper focus. This book provides that model. It guides you through planning for and responding to various emergencies and in overcoming the challenges in these tasks.
