In contrast to many works that present urban voters as the primary agents of political change in nineteenth- and twentieth-century England, this study argues that an examination of the dynamics of popular rural politics is essential to a thorough understanding of political developments in the early years of mass enfranchisement. Prior to 1914, capturing a substantial portion of the rural vote was essential to any political party seeking to establish a strong Parliamentary majority; and the Liberal party, coming from a traditionally strong urban base, had to work particularly hard to meet the expectations of the new rural electorate. The book shows that popular political culture in the English countryside was dominated by two important, and sometimes conflicting, traditions: on the one hand, a history of radical social protest, emphasizing attacks on the privileges of landowning elites, and on the other, a widespread concern for the harmony of the local community, coupled with a suspicion of unnecessary divisiveness. The attempt to appeal simultaneously to both of these facets of rural political culture helps to explain not only why the Liberals continued to launch rhetorical attacks on the landed aristocracy and to promote schemes of land reform long after one might have expected them to have switched to a more 'modern' emphasis on class politics, but also why the 'New Liberal' emphasis on the politics of community carried such broad electoral appeal at the beginning of the twentieth century. The book suggests, finally, that in focusing primarily on urban democratization, historians of this period may have exaggerated the role of class allegiances in shaping popular political opinion and underestimated the continuities between 'Old' and 'New' Liberalism.

Although the public schools enjoyed their greatest prestige during this period, in terms of educational reform and progress their importance has been exaggerated. The role of the public school, he suggests, was social rather than academic, and as such their power and influence is to be interpreted principally in relation to the growth of new social elites, the concept of public service and the needs of the empire for a bureaucratic ruling class. Only in the modern progressive movement, launched by Cecil Reddie, and the private provision for young women, was lasting progress made. Even before the 1902 Education Act however the State had spent much time and effort regulating and reforming the old educational endowments, and it is in these initiatives that the foundations for the public provision of secondary educational reform are to be found.

In 1860 the Diocese of Durham launched a new mission to bring Christianity - and specifically Anglicanism - to the teeming population of the Durham coalfield. Over the preceding fifty years the Church of England had become increasingly marginalised as the coalfield population soared. Parish churches that had been built to serve a scattered, rural medieval population were no longer sufficiently close - or relevant - to the new industrial townships that werebeing constructed around the coalmines. The post-1860 mission was a belated attempt to reach out to the new coalfield population, and to rescue them from the forces of Methodism, labour militancy and irreligion. It was posited onthe need to build new churches, to delineate new parishes and to recruit a new type of clergyman: working-class and down-to-earth in origin and outlook, and somebody who could make an empathetic connection with his new parishioners. This book is a detailed exploration of the way in which the Church of England in Durham handled its mission. It follows the Church's relationship with the coalfield, which ranged from an early-nineteenth-century aloofness to an early-twentieth-century identification which many church leaders considered had gone too far, and in so doing reveals how the Durham experience relates to national attempts to maintain Anglicanism's relevance and presence in an increasingly secular and sceptical society.
