Book excerpt: This paper focuses on the main institutional features of the Swedish labor market and analyzes the reasons for the high wage inflation and slow productivity growth. The so-called Swedish model, usually identified with an advanced welfare state, has attracted attention from many quarters for its apparent earlier success. One of the distinctive features of the Swedish model has been its unique labor market institution, which combines centralized bargaining with a policy of wage equalization, designed with a view to promoting a favorable macroeconomic performance. The concept of solidaristic wages was initially conceived as equal pay for equal work. Estimates provided by the Swedish Ministry of Finance, indicate that the wage spread for industrial workers, calculated as the difference between the highest and lowest deciles in 1984, was 34 percent for Sweden in contrast to 210 percent for the United Kingdom and 490 percent for the United States.

Both sceptics and friends of the Swedish model have exaggerated the effects of active labour market policy and solidarity wage policy on employment, inflation and growth. However, these policies have contributed to the reduction of hysteresis effects and wage differentials in Sweden. Furthermore, Swedish experiences confirm the Rehn-Meidner view that positive demand shocks and expansionary macroeconomic policies make it difficult to combine full employment with price stability, economic growth and equity even if central wage negotiations are coordinated and trade unions willingly accept wage restraint.

This is perhaps clearest in Sweden which in late 2008 adopted a liberal approach to third-country national labor migration allowing employers to hire freely from outside the European Union. Defending the Swedish Model explores the debate leading up to this reform focusing on the preferences of the Swedish Social Democratic Party (SAP) and the Swedish trade union confederation (LO). While generally positive to the economic potential of increased labor migration these allies remained highly skeptical toward calls from employers and bourgeois parties for liberalization Gregg Bucken-Knapp argues that the SAP and LO develop their labor migration policy preference on the basis of whether specific reform alternatives are perceived as being consistent with or as undermining the Swedish model in the case of third-country nationals both allies considered liberalization a threat to full employment aims instead seeking to preserve an influential role for the state labor market board and organized labor. Bucken-knapp also focuses on the Swedish labor migration debate prior to the 2004 enlargement of the European union showing how SAP concerns over potential abuse of the universal welfare sate led to its support for transitional arrangements defending the Swedish model illuminates the challenges faced by social democrats and trade unions when considering the need for increased labor migration Book jacket.
