Under the auspices of the Director, Defense Research and Engineering (DDR & E), the Department of Defense (DoD) High Performance Computing Modernization Program (HPCMP) is the focused modernization effort within the DoD to acquire, manage, and sustain modern HPC resources in support of defense science and technology, and developmental test and evaluation. The HPCMP is rapidly evolving past its initial program development and procurement start up phase and is increasing focus on application of HPC technology and resources to priority defense requirements. This plan describes some of the accomplishments achieved by the program in Fiscal Year (FY) 1997 and outlines the major strategies and milestones we expect to achieve over the next two years. The overriding goal of the program is to exploit HPC technology for military advantage across battlespace. The strategy to achieve this goal is to acquire and sustain world class high performance computing and network capabilities for use by defense scientists and engineers.

Using multimedia real-time, fully integrated command and control, this revolution seeks to exploit the adversary's command and control and operate within their decision cycle. This race has no limits in leveraging commercial technologies and services, international commercial data protocol standards and the latest innovations in information transfer technology. It also appears to have no pause for reassessment and course correction of the Strategy along the way. The focus is on the opportunities, which do abound, with a lack luster appreciation for the inherent risks associated with being on the cutting edge of technology. The Warfighter needs to stay engaged to ensure the retains the capability to command and control his forces during the transitional phase of this C I revolution and into the future. Pushing the technological envelope to provide a force multiplier to compensate for reductions in personnel, funding, weapons and information infrastructure must be balanced with the continued operation of the present (legacy) communications systems to provide a safety net for deployed forces.

Here command means the determination of what to do, and control means the ongoing managementofthe execution ofa command. 3 Decision making is the essence of C I which is accomplished through a phased implementation of a set of facilities, communications, personnel, equipment and procedures for monitoring, forecasting, planning, directing, allocating resources, and generating options to achieve specific and general objectives. 3 The C I system that is in question here is for a strategic military command including its subordinate commands. Although the design methodology that will be expounded in the book is for a military system, it can, to a large extent, apply also to tactical military as well as to civilian management information systems (MIS). 3 A C I system is a decision making network that reflects a hierarchical organization 3 of C I nodes. Each node is responsible for the management of some portion ofthe available resources, where the higher level nodes are responsible for a 3 correspondingly greater portion of the resources. Within a C I system both command and control decision making occur at every level of the hierarchy. Command decisions at one level determine how to satisfy the management decisions at a higher level.
