The basic research outlined in this plan will enable the Air Force to perform its mission for into the 21st Century. The mission of Air Force basic research is to sponsor and sustain basic research, to transfer and transition research results, and to support Air Force goals of control and maximum utilization of air and space. Only a vigorous, focused, and diversified basic research program can provide our nation with the required depth and scope of options for new and advanced technologies to meet the air and space superiority goals of the Air Force. Furthermore, the relative decrease in planned acquisition of new weapon systems makes it imperative to build a partnership with the U.S. industrial base, logistics support and the operational Air Force. This partnership helps to keep the focus of basic research on the warfighter needs, near- and long-term, and provides a quick transition path to current and future systems produced by industry.

We developed a strategic plan for Air Vehicles RDT & E to ensure we can maintain our leadership role, and to build a foundation for continuing excellence into the future.

It incorporates R & D activities with clear potential relevance to one or more transportation modes or functions, regardless of the objectives for which it is conducted or the performing agency. Enabling research includes activities described under three Federal budget categories. For civil agencies, these are Basic Research, Applied Research, and Development. The comparable Defense Department terms are 6.1 (Basic Research), 6.2 (Applied Research), and 6.3 (Advanced Technology Demonstration).

The primary role of the Armament Directorate is to perform research and development to transition conventional armament technologies that meet our customers' needs. Figure 2 illustrates the FY97 Conventional Armament investment compared to the overall Air Force S & T budget. Conventional Armament is approximately five percent of the S & T budget.
