Book excerpt: Our earlier analysis of the Department of Defense's (DOD) Future Years Defense Program (FYDP) for fiscal year 1998 found substantial risk that the program would not be executed as planned. According to DOD, compared to the fiscal year 1998 FYDP, the Quadrennial Defense Review (QDR) proposed a more balanced, modern, and capable program that can be executed within currently proposed budgets. DOD planned to incorporate many of the details of the QDR blueprint into its fiscal year 1999 FYDP. As you requested, we (1) identified the Department's plans to address the financial and programmatic risk areas that the QDR found in DOD's program, (2) compared DOD's 1999 FYDP with its 1998 FYDP to identify minor changes and adjustments to address these risk areas, and (3) explored whether there were risk areas in DOD's 1999 program. Our report does not reflect any adjustments that may have been taken by the Committees on Authorizations and Appropriations during their reviews of the 1999 defense budget request.

Book excerpt: The Department of Defense's (DOD) Future Years Defense Program (FYDP) is the official document that summarizes the force levels and funding associated with specific programs that the Secretary of Defense would like Congress to approve. The FYDP reflects decisions made in the DOD Planning, Programming, and Budgeting System, which is intended to produce the best possible mixture of forces, equipment, and support to accomplish DOD's mission. The FYDP presents estimated appropriation needs for the budget year for which funds are being requested from Congress and at least the 4 years following it. The fiscal year 2000 FYDP supported the President's 2000 budget and requested $278.5 billion for 2000 and $1,434 billion total funding for fiscal years 2001-05. The fiscal year 2001 FYDP supports the President's 2001 budget and requests $1,450 billion total funding for 2001-05. As requested, this report concentrates on the period common to both FYDPs, 2001-05, and discusses the risks that the 2001 FYDP faces that may prevent it from being implemented as planned. The report also discusses recent actions taken by Congress on DOD's budget for 2001 during its consideration of the fiscal Year 2001 National Defense Authorization Act and its enactment of the Fiscal Year 2001 Defense Appropriations Act.

Book excerpt: Since its bottom-up review in 1993, the Department of Defense (DOD) has repeatedly stated that it must reduce its infrastructure to offset the cost of future modem weapon systems. Our analysis of DOD'S Future Years Defense Programs (FYDP) for fiscal years 1996 and 1997 showed that DOD continued to allocate about the same percentage of its budget for infrastructure activities as it did at the time of the bottom-up review and that planned weapon systems increases had repeatedly been shifted further into the future with each succeeding FYDP. As requested, we compared DOD'S fiscal year 1998 FYDP with the FYDP for fiscal year 1997. Specifically, we determined (1) how major programs were adjusted from the 1997 FYDP to the 1998 FYDP and (2) how these adjustments may affect programs in the future. We also identified proposed Quadrennial Defense Review (QDR) initiatives that could impact future FYDPS. We do not reflect any adjustments that may have been taken by the Committees on Authorizations and Appropriations during their reviews of the fiscal year 1998 defense budget request.

Responding to Oil Spills in the U.S. Arctic Marine Environment reviews the current state of the science regarding oil spill response and environmental assessment in the Arctic region north of the Bering Strait, with emphasis on the potential impacts in U.S. waters. This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth.
