It will require a multi-modal and an intermodal approach of preservation, improved system performance and new capacity in every mode. It will also require solutions addressing land use, energy, global climate change, the environment, and community quality of life. The top priority in AASHTO's Strategic Plan is to reestablish transportation as a national priority.

Book Surface Transportation Principles Can Guide Efforts to Restructure and Fund Federal Programs

This book was released on 2009 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: The nation has reached a critical juncture with its current surface transport. (CST) policies and programs. Demand has outpaced the capacity of the system, resulting in increased congestion. In addition, without significant changes in funding levels or planned spending, the Highway Trust Fund -- the major source of fed. highway and transit funding -- is projected to incur significant deficits in the years ahead. This testimony discusses: (1) recent findings on the structure and performance of the CST program; (2) a framework to assess proposals for restructuring of the CST program; (3) potential options to fund invest. in the CST system; and (4) recent findings on the benefits, costs, and trade-offs of using public-private partnerships to help fund transport. invest. Book Funding Surface Transportation in Minnesota

Download or read book Funding Surface Transportation in Minnesota written by Zhirong Zhao and published by . This book was released on 2010 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transportation systems play an imperative role in enhancing the productivity and the quality of life in the United States. The funding and financing of transportation is a complex process requiring joint efforts of federal, state, and local governments. To meet current and future transportation needs, policymakers must constantly assess the mechanism of transportation finance to ensure adequate and sustainable investment. In recent years, depleting state and local budgets and growing capital and maintenance costs related to transportation have been a common challenge. The state of Minnesota is estimated to have billions in unmet transportation needs to keep up with inflation and the increase in transportation demands. This report reviews the funding of public surface transportation systems (including highways, transit and local roads) in Minnesota. We look at how transportation projects have been funded, identify current and future policy issues likely to affect transportation funding, and go over some of the funding options suggested by other researchers. The aim is to encourage better understanding and management of issues related to transportation funding in Minnesota.

Book Evaluation of Surface Transportation Funding Alternatives Using Criteria System Established Through a Delphi Survey of Texas Transportation Experts

Download or read book Evaluation of Surface Transportation Funding Alternatives Using Criteria System Established Through a Delphi Survey of Texas Transportation Experts written by Sasanka Bhushan Pulipati and published by . This book was released on 2014 with total page 469 pages. Available in PDF, EPUB and Kindle. Book excerpt: For more than a decade, transportation officials have been concerned that, at current levels, the fuel tax, the primary funding source of surface transportation in the United States, would not provide enough revenue to satisfy the ever rising transportation needs. Recent studies have evaluated alternative funding strategies at the national and state levels. In this dissertation, the author improves this evaluation procedure by developing a multi-criteria evaluation of different funding options for implementation in Texas using a technique called PROMETHEE. This evaluation uses a new criteria system established through his Delphi survey of Texas-based experts who are experienced in transportation financing and/or participate in transportation funding policy decisions. With a well-organized survey process, the author tries to develop a consensus among the officials from metropolitan planning organizations in Texas, various districts of the Texas Department of Transportation and the staff of the Texas Legislative Transportation Committee members regarding the criteria and their weights. The resultant criteria weights seem to indicate that the expert panel members recognize the importance of public opinion and its impact on reaching a legislative solution. They appear to be less concerned about criteria that may be addressed through research and modifications to the funding alternatives. This research shows that the funding policy is not seen as a tool for improving user efficiency; this result differs from the common view in the literature that encourages the fuel tax's replacement with VMT charges, which have high implementation and operating costs. Since the criteria system is based on a Texas based panel opinion, it likely strengthens the credibility of the resultant recommendations among the public. Based on his evaluation, the author recommends increasing the fuel tax and tolling all new freeway capacity, while gradually moving towards congestion based tolls on all toll roads as the set of future funding options. Through a scenario analysis, he shows that his recommendations are not affected by the differences in opinion regarding the criteria weights or any uncertainties in the scoring. Complex, high-cost methods that require advanced technology such as VMT charges and tolling of all existing urban highways are not preferred. Previous researchers' attempts to identify new alternatives have mainly concentrated on improving the revenue sustainability and promoting efficient travel behavior. With this research, the author tries to bring back the focus to public acceptance and any factors that influence it. Effort to improve the public awareness of transportation funding needs and to improve the public acceptance of increasing the fuel tax and other user charges appear critical for future success. The author also analyzes the choice of implementing local funding solutions in place of statewide funding solutions. In the expert survey, the panel members suggest a balance between the two types of funding while the statewide funding should remain primary. Based on the literature review and Delphi survey responses, the author proposes the integration of both methods such that statewide funding remains primary, local funding is coordinated by regional planning and the user-pay principle continues to govern transportation funding.

Book A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy

Download or read book A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy written by National Research Council (U.S.). Committee for Study on Transportation Research Programs to Address Energy and Climate Change and published by National Academies Press. This book was released on 2009 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: TRB Special Report 299: A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy suggests that federal, state, and local policy makers need informed guidance about the effectiveness, costs, feasibility, and acceptability of transportation strategies to mitigate transportation greenhouse gas emissions and conserve energy and to adapt to climate change. The report covers strategies affecting travel and mode choice, models and decision tools, infrastructure investment options, and infrastructure construction, operation, and maintenance. The committee that prepared the report recommends beginning a research and development initiative by making a modest investment of 40 million to 45 million annually in the next surface transportation authorization that would be used to develop the best available guidance quickly on the basis of existing information and then begin to improve that guidance over time as new research is completed.

Book Highways and Public Transportation

Download or read book Highways and Public Transportation written by Riley N. Michelson and published by Nova Science Publishers. This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal surface transportation programs are currently funded primarily through taxes on motor fuels that are deposited in the highway trust fund. Although there has been some modification to the tax system, and the tax rates which have not been increased at the federal level since 1993. Prior to the recession that began in 2007, annual increases in driving, with a concomitant increase in fuel use, were sufficient to keep revenues rising steadily. This is no longer the case. Future increases in fuel economy standards are expected to suppress motor fuel consumption in the years ahead even if annual increases in vehicle mileage resume. Congress has yet to address the surface transportation program's fundamental revenue issues, and has not given serious consideration to raising fuel taxes in recent years. Instead, Congress has financed the federal surface transportation program by supplementing fuel tax revenues with transfers from the U.S. Treasury general fund. This book begins with a discussion of the problems associated with the trust fund financing system (which supports both federal highway and public transportation programs) and then explores possible options for financing surface transportation infrastructure.
