Book excerpt: This book considers both Koreas - North Korea and South Korea - to examine possible pathways for the years leading up to 2032 and beyond, thus offering a composite picture of Korea and its strategic relevance in Asia and the world at large. Through a combined South-North Olympic team and an effort of jointly hosting the Games, Republic of Korea president Moon Jae-in has marked the year 2032 as special in the future of the Korean Peninsula. Although the International Olympic Committee (IOC) has expressed scepticism about a combined hosting of the Games, the expectation in Korea is that this event will underline the shared destiny of the people inhabiting the peninsula and realign two states still caught in an ideologically fraught civil conflict that is one of the last vestiges of the Cold War. Chapters begin with a brief historical review and analysis of the present, before moving to consider how these will shape the next decade, drawing comparative and complementary analyses. No matter how contrasting the contemporary trajectories of both North and South Korea might appear, ‘Korea’ as a singular entity is an old concept still containing great possibilities. As the ongoing inter-Korean reconciliation process underscores, the futures of North and South Korea can be found in a complementary singular Korea, which would again represent an important political, strategic, cultural, and social space in Asia. I have long dreamed of reconnecting this land, making her one country and one nation. For a long time, this has been the dream after which I have most desperately sought.

Since 1950, the United States has been a key player in the defense of the Republic of Korea (ROK). This paper will explore the national security relationships between the United States, China and Japan and how they relate to both the Republic of Korea and the Democratic Peoples Republic of Korea (DPRK). The current security environment including the 1954 Mutual Defense Treaty between the Republic of Korea and the United States; the role of the current militant structure, the ROK-US Combined Forces Command; and the threat that North Korea presents will be highlighted. Several regional powers also exert influence on the Korean Peninsula. A key ally for the United States is Japan. This security relationship is based on the Japan-US Treaty of Mutual Cooperation and Security. The specific roles and responsibilities for both countries will be addressed along with potential future directions for this alliance. Historically an ally of North Korea, China is becoming a true wildcard for Korea. In August 1992, China established diplomatic relations with South Korea, significantly changing their relationship with North Korea. These economic ties with South Korea and the impact this has on the security ties with the DPRK will be explored. The final section of this paper will deal with US policy for Northeast Asia and the impacts Japan and China could have on future relationships.

Book excerpt: Most discussions pertaining to the nuclear proliferation and reunification issues on the Korean Peninsula privilege the position and role played by the United States. In the first volume of its kind, this collection of essays presents the challenges faced by the Koreas against the context of the changing relations between China and Japan. Strategically nestled between these political giants, the Korean Peninsula has traditionally been “seen” as a sphere of influence by Tokyo and Beijing. Regardless of the escalating difficulties in recent Sino-Japanese relations, this volume argues that avoiding all-out conflict and ensuring a nuclear-free Korean Peninsula are certainly strategic goals that both China and Japan still share. Neither China nor Japan wishes to be dragged into a war started by North Korean belligerence, South Korean aspirations or American adventurism. However, despite alternating between political pressure and diplomatic efforts, Japan and China have found it extremely difficult to guide the tone and direction of politics in intra-Korea affairs. Conversely, both South and North Korea have been extremely adept at fending off any perceived attempts to influence their domestic and foreign policies. Pyongyang and Seoul have shown remarkable political gumption and diplomatic skill, not only resisting Great Power influences but even managing to advance their political agendas in this very tempestuous neighbourhood. One fundamental question this volume addresses is whether the developments on the Korean Peninsula could and should be considered independently from developments in Sino-Japanese relations. Through addressing different dimensions of the interaction between the Koreas, China and Japan in the 21st Century, this volume makes a valuable contribution to study of the international relations of Northeast Asia.
