Book excerpt: The Sergeant Major of the Army and the Command Sergeant Major of the U.S. Army Training and Doctrine Command asked RAND's Arroyo Center to undertake a research project entitled "Future Leader Development of Noncommissioned Officers," with the goal of identifying ways to strengthen and modernize the professional development of noncommissioned officers to meet future demands. As part of this effort, the Arroyo Center helped to organize and facilitate two workshops, attended by senior Army NCOs. One workshop focused on the current noncommissioned officer professional development system, identifying its strengths, weaknesses, and vulnerabilities. Subsequently, a second workshop built upon the output of the first and crafted a vision for the noncommissioned officer corps, including policy initiatives to strengthen leader development and options needing detailed assessment. This document summarizes the results of both conferences. It also explores the implications of the vision and sketches out some possible research approaches to address them.

This workshop's objective was to evaluate the resilience of those assumptions as the Army moves into the 21st century. Will, for example, the Army's current leader development mechanisms give NCO leaders the skills they need to address 21st-century challenges? Will the mechanisms provide future NCOs with the requisite skills? A set of recommendations emerged from that workshop as well as an agenda for additional research. Two research areas emerged. The first addresses how the Army may provide more balance among the three pillars of NCO education: institutional, operational assignment, and self-development. The second research area focuses on NCO retention and personnel policy issues. This report presents our findings on the retention/personnel policy research area. The proceedings of the original workshop were presented in the RAND document entitled Future Leader Development of Army Noncommissioned Officers: Workshop Results, CF-138-A, 1998.

Book excerpt: Throughout history non-commissioned officers (NCOs) have played a central role in armies as disciplinarians, closely associated with the welfare of the troops and discipline in the ranks. Although at low levels of command officers and NCOs were allies, a strong divide existed between them. Officers, who held formal command authority, were educated to different standards and controlled every aspect of army doctrine and policy. The NCO corps remained, figuratively, in the barracks, separate from decisions effecting the employment and development of the army. relationship and in the expectations of NCOs themselves. The social gap between the ranks has narrowed and separation based on differences in education has become less distinct. Young soldiers are more aware of social, military and international issues than ever before. Better educated soldiers and NCOs now expect to be involved in unit decisions and are less likely to routinely accept the idea that officers know best. The challenge for the army of today is to recognize the opportunities for positive and to see that the army of the future takes them into account. officers, considers this challenge. The authors examine the historical role of NCOs as well as the factors influencing the future army and future NCO recruits. A unified leadership development enterprise consists of a Joint Center of Excellence for Leadership Development, a unified network as a body of knowledge and practice, and existing service-based institutions responsible for leadership development. The plan to develop unified skills resembles a campaign plan, using an ends-ways-means-risk construct to illustrate how the enterprise meets intent. Key recommendations include establishing a Joint Center of Excellence for Leadership Development, creating a unified network, establishing joint leadership doctrine with shared values, requiring foreign language proficiency of all officers, and expanding Joint Professional Military Education requirements. Although the audience of military leaders includes commissioned, warrant, and non-commissioned officers, this analysis focuses on commissioned officers only.
