However, many impoverished individuals and neighborhoods are routinely ignored by mainstream financial institutions. This neglect led to the creation of community development financial institutions (CDFIs), which provide low-income communities with financial services and act as a conduit to conventional financial organizations and capital markets. Edited by Julia Sass Rubin, Financing Low-Income Communities brings together leading experts in the field to assess what we know about the challenges of bringing financial services and capital to poor communities, map out future lines of research, and propose policy reforms to make these efforts more effective. The contributors to Financing Low-Income Communities distill research on key topics related to community development finance. Daniel Schneider and Peter Tufano examine the obstacles that make saving and asset accumulation difficult for low-income households—such as the fact that tens of millions of low-income and minority adults don't have a bank account—and consider solutions, like making it easier for low-wage workers to enroll in 401(K) plans. A new financial basis will be needed if the Community is to maintain current policies, including the common agricultural policy, develop its new policies and prepare for the accession of Spain and Portugal. The European Commission has now submitted proposals to the Council of Ministers for increasing the Community's income. This will be considered by the foreign ministers at their meeting on May 24-25 and will be a major subject for discussion at the European Council of heads of state and government in Stuttgart on June 6 and 7. The Commission believes that its proposals will not only provide a more diversified form of finance for the Community, but will also help to resolve the problems which lie behind the high net budget contribution of the United Kingdom. Under these proposals, the UK share of budget financing would be reduced as long as agricultural spending remained the dominant element of EC expenditure.

The case studies in Reaching for the Future: Creative Finance for Smaller Communities illustrate how communities have used and combined various sources of public funds to facilitate dramatic change. This publication focuses on six communities. Some are built on historic traditions, others are built on natural location, and others are newly built. Two neighborhoods are recovering from severe blight and disinvestment, two are suburban developments that have created a sense of place, and two are small cities that were watching their downtowns fail. In each case, to succeed required a strategic vision, leadership, and creative financing. The leadership rose in different ways but came together in effective public/private partnerships. In each case, the conversation started with "what do we want to be" rather than "how do we pay for it." In each case, the communities, each with a struggling economy, figured out how to finance their dreams.
