Book excerpt: The Proliferation Security Initiative (PSI) has shown to be an effective means of engaging a large number of countries in activities that increase their capacity to interdict consignments of WMD-related materials while in transit. Nevertheless, the breadth and tempo of those activities have varied significantly during the first 10 years of PSI's existence. This has likely been due to budget constraints, the types of exercises conducted, and a certain level of initiative fatigue. Other factors include PSI's reliance on voluntary actions taken by countries, and the lack of PSI-dedicated budgets during a time of greater fiscal austerity. PSI has also had a mixed record of success in expanding legal frameworks to support interdictions. Great strides have been made in developing an international legal basis to interdict shipments of concern moving to and from North Korea and Iran. However, international conventions that criminalize all chemical, biological, radiological, and nuclear weapons-related trafficking within national territories have attracted few adherents. PSI has achieved wide support in many crucial regions, but China remains uncommitted. Given the size of its merchant fleet and port activity, initiative outreach to China should remain a top priority.

The author argues that the Initiative can be most successful by building broad support through increased transparency and a greater willingness to address forth-rightly the legal challenges that it faces.

The September 11 tragedy and other terrorist attacks have been painful warnings about gaps in nonproliferation policies and regimes, specifically with regard to nonstate actors. In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Book excerpt: Efforts to combat the proliferation of weapons of mass destruction (WMD) have existed ever since the first WMD were created. In recent years, the proliferation of WMD has been recognized as a threat to international peace and security. The recognition of this threat led to recent efforts by the international community to create two new mechanisms for combating the proliferation of WMD. The new mechanisms are the Proliferation Security Initiative and United Nations Security Council Resolution 1540. These new mechanisms were instituted to fill gaps in the existing nonproliferation regime, though they approach nonproliferation by different methods. One utilizes a small voluntary coalition, while the other imposes mandatory obligations of a universal nature. Both were created through international legal methods, but arguably exist due to novel legal authorities. Their bases in international law will be crucial to their effectiveness in the nonproliferation regime. If they do not adhere to existing international law and comport with the existing nonproliferation regime, then their success in combating WMD proliferation will be limited. This thesis provides background on the nonproliferation regime and these two recent mechanisms and then analyzes their adherence to international law. I then argue that in order for a WMD non-proliferation instrument to be successful, it must comport with international law. In this respect, Resolution 1540 may be superior to The Proliferation Security Initiative.

The question of how states pursue nuclear weapons has received little attention. Seeking the Bomb is the first book to analyze this topic by examining which strategies of nuclear proliferation are available to aspirants, why aspirants select one strategy over another, and how this matters to international politics. Looking at a wide range of nations, from India and Japan to the Soviet Union and North Korea to Iraq and Iran, Vipin Narang develops an original typology of proliferation strategies—hedging, sprinting, sheltered pursuit, and hiding. Each strategy of proliferation provides different opportunities for the development of nuclear weapons, while at the same time presenting distinct vulnerabilities that can be exploited to prevent states from doing so.
