Book excerpt: The global attention in recent years has focused primarily on water quantity and allocation issues. Water quality has received significantly less attention than water quantity. Commendable progress has been made by the developed world to control point sources of pollution, but commensurate progress in reducing non-point sources has not been made. In the third world countries both point and non-point sources of pollution are becoming increasingly a serious concern. Already, nearly all water bodies in such countries near and around urban centres have been severely polluted, with very high health and environmental costs. The book assesses the current status of water quality management in both developed and developing worlds, as well as analysing the effectiveness of economic instruments and legal and institutional frameworks to control water contamination. It outlines the importance of building up social and political awareness to reverse the trend of continuing water quality deterioration, which is likely to be a most challenging task in the coming years. This book was published as a special issue of International Journal of Water Resources Development.

Ever increasing urbanisation is also adding to the magnitude of severity in regards to both quantity and quality. Urban water resources and components of water cycles are likely to be affected severely. To minimise consequences on world water resources, a sustainable water resources management strategy is inevitable. Water conservation in general is a salient part of sustainable water resources management. This book describes several water conservation and recycling options, practices, consequences and future implications showing case studies in different countries around the world. Among all the water recycling options, stormwater and greywater recycling is easily achievable. Initial chapters of the book deal with stormwater harvesting options through rainwater tanks in household scale; design optimisation, and water savings and reliability of such systems around different cities of the world. A review of traditional design practice and future efficient design methodology is also outlined. Also, a scientific approach for selecting an appropriate stormwater system at the authority/institutional level has been proposed. Later chapters describe public acceptance, reuse potentials and benefits of greywater recycling options. In addition, non-structural measures (water pricing and restrictions on water usage) of water conservation have been investigated through a case study. Moving downward, to look at water quality issues, impacts of land-use and land-cover changes on lake water conservation have been presented. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children. On the other hand, the models of operation in real-time optimization allow us to extend decisions to smart water systems in order to improve the efficiency of the water network and ensure more reliable and flexible operations, maximizing cost, environmental, and social savings associated with losses or failures. The data obtained in real time instantly update the network model towards digital water models, showing the characteristic parameters of pumps, valves, pressures, and flows, as well as hours of operation towards the lowest operating costs, in order to meet the requirement objectives for an efficient system.
