Book excerpt: Across the services, there is an increasing demand for communications capacity. For the U.S. Army, this is a result of the Army's transition to a new force structure that will be knowledge-based and network-centric. Since bandwidth facilitates communications capacity, bandwidth has become increasingly critical. To the user, high bandwidth is useful because it supports increased capacity, high-volume data exchange, short delays, and high assurance of connectivity. New technologies, commercial and military, will continue to increase available bandwidth and hence the communications capacity available to users. Based on specified requirements and proposed technologies and architectures for the future force, the capacity of communications systems planned to support the new force structure will continue to fall short of the required demand. With unlimited spectrum and unlimited budget, the Army could resolve its bandwidth issues. But these are unrealistic assumptions. Certainly, demand reduction can help close the gap between the requirements and availability of network capacity. However, it is not clear how much demand reduction is possible while retaining the information dominance that is critical for the future force. Demand reduction will need to be coupled with technology investments (e.g., satellites, UAVs, directional antennas, more radios). A number of technologies and concepts are being developed to enhance spectral efficiency, thus allowing the Army to make the best use of the available spectrum. Gaps between the supply and demand of capacity, both now and in the future, will have to be addressed by constantly reassessing demand for capacity and developing technologies that increase the supply.

Book excerpt: Over the past decade, the U.S. Army's principal modernization initiative has been its digitization effort, designed to harness the power of the microchip to significantly improve the fighting capabilities of soldiers on the battlefield. But implementing that initiative presents significant challenges. Digitization requires the rapid transmission of large amounts of information over significant distances. Experiments conducted to date as well as recent operations in Iraq, where troops employed some of the results of the service's digitization efforts, have shown that that requirement is difficult to fulfill not only under battlefield conditions but also in more benign circumstances. Since 1999, the focus of the Army's modernization program has shifted to what it terms transformation-making its forces deployable more quickly while maintaining or improving their lethality and survivability. Although digitization is no longer the Army's primary modernization initiative, it remains a key element of transformation. In the past several years, questions about the size of the information flow associated with digitization and the communications bandwidth to support it-that is, the capacity to move information at sufficient speeds-have spurred the Army to adopt several large radio and network communications programs. Ultimately to cost tens of billions of dollars, those programs are currently planned to provide initial operational capability by about 2010. This Congressional Budget Office (CBO) study, which was prepared for the Subcommittee on Tactical Air and Land Forces of the House Committee on Armed Services, examines the issue of how much bandwidth will be required to achieve the goal of digitization (the bandwidth demand) versus how much bandwidth will be provided by the Army's planned communications programs (the bandwidth supply). CBO finds that significant shortfalls currently exist for the Army in the supply of bandwidth. Moreover, under the service's current plans, demand will continue to exceed supply beyond 2010-after the Army begins fielding its next generation of advanced radios and other communications equipment. The study examines several options that would improve the future match between bandwidth supply and demand. However, in keeping with CBO's mandate to provide impartial analysis, this report makes no recommendations. Paul Rehmus of CBO's National Security Division wrote the study under the general supervision of J. Michael Gilmore. Army Cadet Kevin Linzey provided substantial assistance in the analysis of bandwidth for unmanned aerial vehicles. At CBO, Barbara Edwards, David Moore, and David Newman reviewed early drafts and provided helpful comments. Simply put, European states have been unable to match the level of US investment in new military technologies, leading to the identification of a growing "transformation gap" between the US and the European allies. This book assesses the extent and trajectory of military transformation across a range of European NATO member states, setting their transformation progress against that of the US, and examining the complex mix of factors driving military transformation in each country. It reveals not only the nature and extent of the transatlantic gap, but also identifies an enormous variation in the extent and pace of transformation among the European allies, suggesting both technological and operational gaps within Europe.

Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.
