Book International Peacekeeping In Lebanon

Download or read book International Peacekeeping In Lebanon written by Ramesh Thakur and published by Routledge. This book was released on 2019-04-09 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: Examining the efficacy of U.N. peace efforts, Dr. Ramesh Thakur compares limited peacekeeping through U.N. authority with more coercive means such as the Multinational Force (MNF) in Lebanon. He finds that the role of the U.S.-led MNF coalition cannot be justified in terms of great-power responsibility for ensuring a stable international order, since the coalition has attempted to substitute military power for authoritative peacekeeping. When MNF legitimacy was questioned and authority was challenged, the MNF's use of force in response to those challenges switched the coalition's role from third-party peacekeeper to factional participant. As a result, every successive attempt to strengthen the MNF mandate has further subordinated the concept of neutral international peacekeeping to calculated support of national interests. If reasoned attempts to keep the peace are not to collapse into exercises in national self-interest, then peacekeeping responsibilities must remain with the U.N., supported by the great powers: Only the U.N. can provide an authoritative exposition of values within the context of international society and bestow international legitimacy upon peacekeeping activities; only the great powers can back the U.N. with requisite force.

Book excerpt: "[The report] sets out the evidence of official conduct, in a context of longstanding corruption and mismanagement at the port, that allowed for tonnes of ammonium nitrate, a potentially explosive chemical compound, to be haphazardly and unsafely stored there for nearly six years. The detonation of the chemical caused one of the largest non-nuclear explosions in history, pulverizing the port and damaging over half the city."--Publisher website.

This book was released on 2019-10-17 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: This 2019 Article IV Consultation with Lebanon highlights that Lebanon’s economic position continues to be very difficult, with very low growth, high public debt and large twin deficits. While financial stability has been maintained, deposit inflows, critical to finance the budget and external deficits, slowed down during the past year, reducing the authorities’ room for manoeuvre. The new government has taken some important policy steps to start the needed policy adjustment, which could help raise confidence among investors and donors. The highest priority is the implementation of a sustainable fiscal adjustment that will bend down the path of the public debt-to-gross domestic product ratio through a combination of revenue and expenditure measures. This needs to be complemented by structural reforms and concessionally financed investment to raise Lebanon’s growth potential and help external adjustment, as well as policies to build further buffers in Lebanon’s financial sector. Structural reforms should prioritize reforming the electricity sector, removing impediments to and lowering the cost of doing business, as well as improving governance and reducing corruption.

Book We Were Caught Unprepared

Download or read book We Were Caught Unprepared written by Matt M. Matthews and published by DIANE Publishing. This book was released on 2011 with total page 105 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. The fact that the outcome of the 2006 Hezbollah-Israeli War was, at best, a stalemate for Israel has confounded military analysts. Long considered the most professional and powerful army in the Middle East, with a history of impressive military victories against its enemies, the Israeli Defense Forces (IDF) emerged from the campaign with its enemies undefeated and its prestige tarnished. This historical analysis of the war includes an examination of IDF and Hezbollah doctrine prior to the war, as well as an overview of the operational and tactical problems encountered by the IDF during the war. The IDF ground forces were tactically unprepared and untrained to fight against a determined Hezbollah force. ¿An insightful, comprehensive examination of the war.¿ Illustrations.

Book excerpt: This is the first comprehensive account of the progression of the Second Lebanese War, from the border abduction of an Israeli soldier on the morning of July 12, 2006, through the hasty decision for an aggressive response; the fateful discussions in the Cabinet and the senior Israeli command; to the heavy fighting in south Lebanon and the raging diplomatic battles in Paris, Washington and New York. The book answers the following questions: has Israel learned the right lessons from this failed military confrontation? What can Western countries learn from the IDF's failure against a fundamentalist Islamic terror organization? And what role did Iran and Syria play in this affair? 34 Days delivers the first blow-by-blow account of the Lebanon war and new insights for the future of the region and its effects on the West.

Book The Syrian Refugee Crisis in Lebanon

Download or read book The Syrian Refugee Crisis in Lebanon written by Robert G. Rabil and published by Lexington Books. This book was released on 2016-07-29 with total page 151 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the unfolding of the Syrian refugee crisis in relation to the spillover of the Syrian civil war in Lebanon and against the background of Lebanon–Syria relations and Lebanon’s socio-political, cultural, legal, and economic conditions. It surveys Lebanon’s response plans to the refugee crisis as part of the development of the international response plans to address the protection and needs of the Syrian refugees and Palestinian refugees from Syria, as well as the impacted host communities and institutions. At the same time, this book emphasizes the dramatic shift in popular and institutional attitudes towards the refugees as a response to and as a growth of the sheer magnitude of the refugee crisis, which made Lebanon the only country in modern history with the highest per capita concentration of refugees in the world. By examining these attitudes against the background of achievements and failures of the response plans, the impact of the crisis on state institutions on the local and national levels, and the collective consciousness of a nation barely surviving the scars of its civil war, this book not only underscores the deepening tragedy of Syrian and Palestinian refugees in Lebanon, but also the consequential tragedy of many Lebanese, who have been forced into poverty and whose livelihoods have been affected by insecurity and the almost complete collapse of social services. As a result, the tragedy of the Syrian refugee crisis has become an international crisis affecting vulnerable persons across nationalities, and, unless it is addressed diplomatically and its response plans sufficiently funded, the tragedy will only deepen across continents.

One of the most thought-provoking books ever written about the Middle East, From Beirut to Jerusalem remains vital to our understanding of this complex and volatile region of the world. Three-time Pulitzer Prize winner Thomas L. Friedman drew upon his ten years of experience reporting from Lebanon and Israel to write this now-classic work of journalism. Book Poverty Targeting in Asia

Download or read book Poverty Targeting in Asia written by John Weiss and published by Edward Elgar Publishing. This book was released on 2005 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a must read for researchers and students interested in poverty, poverty reduction, social welfare and development. It provides systematic and comparative studies on the design features, achievements and problems of targeting, set against specific national contexts. The economic focus of the analysis is balanced with sections on the political economy of targeting and management aspects (administrative systems and incentives). While the considerable variations between targeting mechanisms, schemes and contexts demonstrate the difficulties of blanket policy prescriptions, the book presents a fascinating conclusion. Rather than continuing the debate about universal versus targeted approaches, it proposes that a mixed approach might be best: the broad targeting of basic services such as primary education and health care combined with the narrow targeting of social protection schemes for the very poor. David Hulme, University of Manchester, UK Most governments attempt to target resources directly at the poor through a variety of measures including food and credit subsidies, job creation schemes and basic health and education projects. These measures are usually classified as being either promotional (to help raise welfare in the long term), or protectional (to support the poor in times of adverse shocks). However, for many Asian countries the reality of these poverty targeting measures has proved disappointing. Following a comprehensive overview by the editor, this book offers a detailed assessment of the results of directly channelling resources to the poor and extensively discusses the experience of five Asian countries India, Indonesia, the People s Republic of China, the Philippines and Thailand. The authors demonstrate how in many cases these targeting measures have failed due to their high cost and errors of both undercoverage (where many of the poor are excluded) and leakage (when many of the better-off also benefit from these schemes). The authors conclude that whilst poverty targeting remains a critically important objective, past targeting errors must not be forgotten and improved methods of both identifying and reaching the poor must be implemented. Written by leading experts in the field and including analysis of original country surveys, this seminal text documents clearly the operation and success of aid schemes in Asia. This book will make a worthy addition to the literature on development, poverty reduction, social welfare and Asian studies. It will also be an important source of reference for academics and students of economic development, aid practitioners, government officials and development NGOs.
