Book excerpt: The requirements of No Child Left Behind Act of 2001 (NCLB) has presented challenges for schools and districts across the United States such as a new need to focus on test scores and student achievement. While all states, districts, and schools face challenges that require them to adjust the structure and delivery of instruction in their schools, the small population and geographic isolation of rural schools can make change even more challenging (Reeves, 2003). Some have suggested that one way some rural schools may be able to overcome these challenges is through an increase in the level of technology integration in their school (Collins & Dewees, 2001). Schools struggle not only to implement and integrate technology into their curriculum, but also struggle to find the funds that they can allocate to the purchase and maintenance of technologically-enhanced instructional strategies. Fortunately, the high cost of technology and the potential educational impact of technological resources have led to the awarding of federal and state grants to facilitate the implementation of educational technology in schools (Herr & Brooks, 2003). This study examines one school?s attempt to use grant money to purchase and integrate specific instructional technology into their school in order to increase student achievement.

Book excerpt: With the impending implementation of Common Core Standards and the increasing reliance on classroom technology, many schools and school districts are finding it difficult to budget for technology. Funding technology is not about buying new computers for teachers and then claiming mission accomplished. There are many challenges that need to be accounted for and funded such as bandwidth for connectivity due to the increasing number of teachers going online, software costs and yearly upgrades, technical support due to increasing demand, and what about obsoleteness? If you own a smartphone, you know very well about this. The average lifespan of computers is about three to five years, far longer than smartphones these days where a new iPhone shows up on the market every couple of years. Hardware upgrades are necessary because of processing power and compatibility issues with newer versions of software. There are also behind the scenes upgrades that are needed for the smooth functioning of the classroom computers such as the servers, switches, cables, and more software. All these can strain the general budget of a typical school district and the individual schools. The only way to succeed with technology implementation in education is to have an ongoing technology funding that adequately meets the needs of the student demographics. What this means is that if the school district manages to find some money to buy some computers for some classrooms and does not have a long term plan to fund all classrooms for technology and then to refund those classrooms when the technology becomes obsolete, then the school district does not really have an adequate technology plan and in all likelihood, the technology implementation program will fail after a few years. It will be far more expensive to restart the technology program down the line than to maintain it. This book will explore these issues and provides some suggestions for funding technology which goes far beyond the responsibility of the school district.

There is concern, however, that not all students, particularly students in rural schools or schools with a high percentage of minority or poor students, have equal access to educational technology, both in terms of the availability of equipment and the successful integration of technology into the classroom. To address these concerns, the federal government funds a number of programs designed to help encourage the effective use of technology in classrooms and eliminate differences in students' access to technology. The U.S. Department of Education (ED) contracted with SRI International, the American Institutes for Research, and the Urban Institute to conduct the Integrated Studies of Educational Technology (ISET). ISET consisted of a nested set of state, district, school, and teacher surveys, designed to provide nationally representative information on federal funding for, and uses of, educational technology. This issue brief summarizes the major findings from the three final reports that ISET produced. (Contains 7 figures and 4 footnotes.) Book excerpt: The evaluation of the Texas Rural Technology (R-Tech) Pilot sought to understand how districts implemented R-Tech grants, the effects of implementation on student and teacher outcomes, as well as the cost effectiveness and sustainability of R-Tech. The Texas legislature (80th Texas Legislature, Regular Session, 2007) authorized the creation of R-Tech in order to support the state's small, rural districts in implementing technology-based supplemental education programs. R-Tech grants were intended to support supplemental educational programs, including online courses, offered outside of students' regularly scheduled classes (e.g., before or after school). Districts that received grants were required to provide students in Grades 6 through 12 with access to technology-based instructional resources for a minimum of 10 hours a week; however, the grant did not establish minimum requirements for students' use of R-Tech resources. In establishing R-Tech, the legislature required that the program be evaluated to assess its effects on student and teacher outcomes, as well as the program's cost effectiveness. The evaluation is made up of two interim reports (December 2008 and February 2010) and a final report (fall 2010). The findings presented here are drawn from the evaluation's final report (fall 2010). The report considers outcomes for 63 districts that received Cycle 1 grant awards across the 2-year grant period (May 2008 through May 2010). The sections that follow present key findings relative to each of the evaluation's research questions. Results are drawn from data collected across the full 2-year implementation period for Cycle 1 districts. (Contains 3 footnotes.)
