Se plantea la conceptualización del Trabajo Social, su objeto de estudio y de intervención, así como el perfil profesional y las áreas de intervención, incluyendo una introducción a los estudios de familia, que nos da los principios para el trabajo profesional con familias, desde la perspectiva sistémica. Se revisan también las corrientes interpretativas del desarrollo histórico, la introducción a las bases científicas del quehacer profesional y la teoría social, indispensables para dar lectura a la realidad en la cual se deberá intervenir. Se aborda el cómo se hace el Trabajo Social, en el tema de su metodología, sus técnicas e instrumentos, dedicando un espacio importante al diagnóstico social como medio de aproximación a la realidad, que la labor cotidiana requiere. Finalmente, se revisa un tema indispensable para el ejercicio de la profesión: las políticas sociales y las instituciones, que representan en primer lugar un pilar importante en la fundamentación y postura política del profesional, y en segundo término, el espacio final en los nichos productivos del trabajador social.

El marco de sistemas de implementación profundiza en los elementos clave de ese entorno operativo. Dicho marco se basa en fases esenciales a lo largo de la cadena de implementación. Los actores principales, como las personas y las instituciones, interactúan a lo largo de esta cadena a través de las comunicaciones, los sistemas de información y la tecnología. Este marco se puede aplicar a la implementación de uno o varios programas y a la implementación de la protección social adaptativa. El libro de referencia se estructura en torno a ocho principios que encuadran el concepto de los sistemas de implementación: 1. No hay un modelo único para los sistemas de implementación, pero existen puntos en común que constituyen el núcleo del marco de los sistemas de implementación. 2. La calidad de la implementación es importante: Las debilidades en alguno de los elementos principales afectarán negativamente a todo el sistema, lo que, a su vez, reducirá el impacto de los programas a los que dan apoyo. 3. Los sistemas de implementación evolucionan a lo largo del tiempo de forma no lineal, y los puntos de partida son fundamentales. 4. Es necesario buscar «la sencillez» y «hacer bien lo sencillo» desde el inicio. 5. La «primera milla» (la interfaz mediante la cual las personas interaccionan directamente con las funciones administrativas) suele ser el eslabón más débil en la cadena de implementación. Reformarlo puede requerir un cambio sistémico, pero mejorará considerablemente la eficacia general y mitigará el riesgo de fallos en la primera instancia. 6. Los programas de protección social no operan en un vacío, por lo que sus sistemas de implementación no deberían desarrollarse de forma aislada. Las sinergias entre distintas instituciones y sistemas de información son posibles y pueden mejorar los resultados de los programas. 7. Los sistemas de implementación de protección social contribuyen a la capacidad del gobierno de ayudar a otros sectores, por ejemplo, las subvenciones para seguros de salud, las becas, las tarifas energéticas sociales, las ayudas para la vivienda y los servicios legales. 8. Los desafíos asociados a la inclusión y a la coordinación son amplios y perennes, y motivan la mejora continua de los sistemas de implementación a través de un planteamiento dinámico, integrado y centrado en las personas.

Book excerpt: There are two tendencies in present public discussions.Social problems have their causes in the individual, and are thus not a problem of socio-economic inequality. Consequently, we find an increasing policy in Europe of selfactivation and self-help as substitutes of social work. On the other hand, new types of social vulnerability and challenges for social work and social policy are detected which are discussed in the book in their European dimensions. Beginning in the last century in Europe, processes of social exclusion are discussed as common phenomena of the crisis in social welfare systems. They have their origins in the radical changes in paid employment, the weakening of family ties, and the increasing incapability of the welfare state to promote social inclusion. New types of ,social vulnerabilities’ are emerging - containing chances as well as risks. They are discussed in two ways. On the one hand the implementation of indicator-based management systems of social services is attempted, which implies a range of chances and risks in ethical and professional self-image. On the other hand there are self-help movements, social networks and other social types of resilience – which are often a complement or support to Social Work. Yet there is a policy to substitute Social Work by a strategy of self-activation. Both developments are signs of the present and indicators of the future of Social Work. They show the necessity of clarifying the social and political scopes and prospects of Social Work in societies at the crossroads of enhancing civility, human development and social security or overburden the vulnerable, who face new dimensions of psychological, ecological and economic distress. This book is an attempt to bring together several European discussions concerning Social Work and social politics.

The global nature of HIV/AIDS as seen in the statistics does not however undermine the fact that the effects of this sickness are not felt proportionally from one nation to another. This book proposes to situate the local as a veritable site of empowerment for communities dealing with HIV/AIDS, as it is the case with the African continent. The author of this book, over and above the way the problem of HIV/AIDS has been constructed, projected, and reviewed, decided to situate this epidemic of the 20th Century within the socio-cultural and political context of the Nigerian nation with particular reference to the Igbo people. The task of contextualizing this problem reveal the identity of the author as an Igbo, and as a theologian, who engages the indigenous ethical principles, unsophisticated traditional wisdom, cultural and religious values of his people in offering solutions that resonate the cultural identity of his people in dialogue with modern and post-modern constructs.
