Book excerpt: This book was motivated by his realisation that, in Cameroon, there was a dire scarcity of academic literature on business and management related courses, especially in taxation and tax accounting.The institution of the revised OHADA Act on Accounting and Financial Reporting, beginning 1st January 2018 and the significant changes noticed in the Cameroon finance law of 2018, led to the review of the second edition just over one year after its publication. We refer students, lecturers, scholars, researchers and tax practitioners always to consider the latest provisions in the tax law, which are the General Tax Code and Finance Law reviewed yearly by the Government of Cameroon. The Code used in this edition is in the 2018 but may not be up to date over time. One has, therefore, to check the latest edition of the Code and the most recent law (Finance Law) in operation which generally changes some aspects of the Code or buy the new versions of this book, which is being reviewed every two years.To make certain aspects of the law clear, the Director of Taxes issues interpretation and practice notes which explain what the contentious sections meant, and how they should be applied. A serious scholar should have all these documents handy. However, any change in the laws does not make the principles and concepts of taxation obsolete. This book is still useful after any review of the law. A chapter on the Theory of Tax has been included in order to give the theoretical understanding of tax. Taxation Theory helps the reader to understand the philosophical basis of taxation. The theory explains why taxes exist and why they are both essential and also detested by the taxpayers. We have provided several illustrations for the computation of various taxes and their accounting treatment. The exercises included at the end of every chapter are for helping the reader test whether he or she has grasped the subject matter. We have worked out some problems for illustration to show the method used in working out the solutions. Readers of this 3rd edition of "Fundamentals of Taxation" will find questions and examples concord with the 2018 Finance Law and the General Tax Code. Many more questions have been added at the end of chapters. We have equally brought in two new chapters (Chapter thirty-two and Chapter thirty-three) in accordance with the new law including an electronic declaration of monthly income tax, amongst others)This book, though useful to the general reader, is aimed at academics - students, lecturers, practising tax consultants and researchers. We hope that this book will fill the gap in the academic literature on taxation and tax accounting in Cameroon.

Book excerpt: Value Added Tax (VAT; also known as Goods and Services Tax, under the acronym GST in a number of OECD countries) has become a major source of revenue for governments around the world. Some 165 countries operated a VAT at the time of the completion of the International VAT/GST Guidelines in 2016, more than twice as many as 25 years before. As VAT continued to spread across the world, international trade in goods and services has also expanded rapidly in an increasingly globalised economy. One consequence of these developments has been the greater interaction between VAT systems, along with growing risks of double taxation and unintended non-taxation in the absence of international VAT co-ordination. The International VAT/GST Guidelines now present a set of internationally agreed standards and recommended approaches to address the issues that arise from the uncoordinated application of national VAT systems in the context of international trade. They focus in particular on trade in services and intangibles, which poses increasingly important challenges for the design and operation of VAT systems worldwide. They notably include the recommended principles and mechanisms to address the challenges for the collection of VAT on cross-border sales of digital products that had been identified in the context of the OECD/G20 Project on Base and Erosion and Profit Shifting (the BEPS Project). These Guidelines were adopted as a Recommendation by the Council of the OECD in September 2016.
