Book excerpt: In spite of the overall wealth of the European Union, almost one in four Europeans is still at risk of poverty or social exclusion. The fight against poverty and social exclusion is at the heart of the Union’s 'Europe 2020' strategy. The Commission devotes €3.8 billion through the Fund for European Aid to the Most Deprived (FEAD) for the period 2014-2020. The FEAD aim is to alleviate the forms of extreme poverty, with the greatest social exclusion impact, such as homelessness, child poverty and food deprivation. We assessed whether the FEAD was designed to be an effective tool to achieve this goal. We found that the FEAD has been well embedded in the social policy framework. Moreover, it contributes to Member States’ approaches in alleviating poverty. It further contains innovative social inclusion measures. However, we found that the Fund remains essentially a food support scheme and does not always target to the most extreme forms of poverty in Member States. Finally, we could not establish its contribution to reducing poverty because of incomplete monitoring.

Book excerpt: This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment accompanying the proposal for a Regulation of the European Parliament and of the Council on the Fund for European Aid to the Most Deprived. The EU, in its Europe 2020 Strategy, has set itself the objective of reducing the number of people at risk of poverty or social exclusion by at least 20 million by 2020. However, in practice, there is a growing need for material assistance to the most deprived. According to the Impact Assessment provided by the Commission, about 40 million EU citizens cannot afford a number of essential necessities to live a decent life, experiencing conditions of severe material deprivation. In 2010, 8,7% of the European population was unable to access appropriate quantities and quality of food. Homelessness is a particular form of material deprivation, which is increasing. Estimations show that 4.1 million people were homeless in Europe between 2009-2010. In addition, a new profile of homelessness emerges, such as families with children, young people and people with a migrant background. Children and young adults are arguably more hit by the crisis than other age groups (IA summary, p.4).

Book excerpt: The Fund for European Aid to the Most Deprived (FEAD) is designed to contribute to the alleviation of the worst forms of poverty in the EU. It supports actions providing food and basic material assistance (e.g. clothing, soap, shampoo) to the most deprived, but also non-material assistance aiming at facilitating social inclusion. So far FEAD, with a budget of EUR 3.8 billion, provided support to 13 million people. During the 2014-2020 programming period, FEAD was implemented in all EU Member States via Operational Programmes (OP) I and II, approved by the European Commission. While OP I covers food and/or basic material assistance, OP II focuses on the social inclusion of the most deprived individuals. However, social inclusion is also implemented through accompanying measures under OP I, responding to the basic material needs of the most disadvantaged and supporting their (re)integration into society. EU Member States were able to choose whether to engage with OP I and/or OP II and to select what type of assistance (food or basic material assistance, or a combination of both) they wish to provide. National authorities and partner organisations often work together in this regard. The FEAD Community is an open membership network bringing together all those who are working to tackle poverty in European countries (i.e. national FEAD managing authorities, organisations delivering or interested in FEAD-funded activities, and EU-level NGOs). The main objective of the FEAD Community is to share good practices and encourage the exchange of ideas among its members. The present catalogue was realised in the framework of the mutual learning activities of the FEAD Community. It showcases and disseminates examples in form of case studies of FEAD-funded initiatives and approaches supporting people with the first steps out of poverty or social exclusion. These include specific projects, policy measures, services or forms of cooperation that could inform and shape FEAD-funded interventions in Member States. The 21 case studies of the catalogue are based in the following Member States: Denmark, Finland, France, Germany, Greece, Ireland, Italy, Lithuania, Malta, Slovakia and Sweden. Each case study is presented through a brief summary, contextual information (e.g. geographical scope, time frame, source of funding), its key objectives, its main activities and target group(s), the results achieved, as well as relevant contact details for further information. These case studies were identified by the Mutual Learning Services team supporting the FEAD Community and selected by the European Commission on the basis of the following criteria: relevance, involvement of different actors, effectiveness and transferability. Their aim is to improve the support to the most deprived in our societies under ESF+ and the current programming period 2021-2027.

Book excerpt: The European Union has provided food aid to those who are most in need for over a quarter of a century. This support has evolved over the years, from the EU Food Distribution programme for the Most Deprived Persons (MDP) launched in 1987, to the Fund for European Aid to the Most Deprived (FEAD) 2014-2020, which extended support to include basic material goods and social inclusion measures. EU support to the most deprived has evolved in the post-2020 period of EU funding. From 2021, FEAD measures are continuing as part of the European Social Fund Plus (ESF+), which has introduced more flexibility to the provision of food and basic material assistance by allowing the use of vouchers in the delivery process. It is in this context that this study on e-vouchers for the most deprived has been undertaken. The study provides in-depth evidence on the operation of existing e-voucher schemes in EU Member States, and analysis on the feasibility of support of such schemes by the ESF+. The aim of this research is to support the European Commission, national policymakers and organisations designing and implementing voucher schemes to better understand how these schemes operate, the challenges and benefits they pose in providing effective support to those in need, and their compatibility with the ESF+ regulatory framework.

The concrete target is "at least 20 million fewer people in or at risk of poverty and social exclusion by 2020". Although a very small fund by EU standards (almost EUR 3.8 billion for 2014-2020 EU-contribution; almost 4.5 billion including national co-financing), the Fund for European Aid to the Most Deprived (FEAD) has been set up to contribute to achieving this target. The specific objective of FEAD is to alleviate the worst forms of poverty in the EU and to promote the social inclusion of the most deprived persons. The Fund complements actions that are funded under the ESF as social inclusion activities, while exclusively supporting the most deprived persons. It also ensures coordination with other relevant Union policies, strategies and instruments, in particular Union initiatives in the field of public health and against food waste. The Fund provides material support and social inclusion measures to the target group. The mid-term evaluation of the FEAD is required by Article 17(1) of the FEAD Regulation. This report is the Final Report of the mid-term evaluation. It is structured according to the evaluation questions in the Terms of Reference and mainly follows a theory-based approach covering effectiveness, coherence, efficiency, European added value and relevance. The mid-term evaluation uses desk research, interviews with Managing Authorities (MAs) and Partner Organisations (POs), focus groups at EU and national level, the Open Public Consultation (OPC) and the structured surveys as sources of information.

FEAD provides material support and social inclusion measures to the target groups defined at national level and complements actions that are funded under the ESF as social inclusion activities. Monitoring is an essential component of FEAD, as a number of input, output and result indicators must be reported annually by Member States. Comprehensive, proportionate, timely and accessible data collected by the national authorities allows the assessment of progress in the implementation of FEAD programmes and the European Commission level mid-term and final evaluation of FEAD funded activities. The main objective of this study supporting the monitoring of FEAD was to assess the data collection and monitoring systems of FEAD programmes at national level, and to identify good practices for both Operational Programme types I and II implemented during the period 2014-2020 in all participating Member States. To assess FEAD monitoring and data collection methodologies for the 27 Member States at national level, the study team conducted thorough desk research and interviews at EU and national level, organised two focus groups and a workshop with FEAD stakeholders. The field work for this study was completed at the end of 2021, prior to recent military aggression by the Russian Federation against Ukraine and the ongoing armed conflict.
