Book excerpt: 2006 — Runner-up, Arab American National Museum Book Awards The "evil" Arab has become a stock character in American popular films, playing the villain opposite American "good guys" who fight for "the American way." It's not surprising that this stereotype has entered American popular culture, given the real-world conflicts between the United States and Middle Eastern countries, particularly since the oil embargo of the 1970s and continuing through the Iranian hostage crisis, the first and second Gulf Wars, and the ongoing struggle against al-Qaeda. But when one compares the "evil" Arab of popular culture to real Arab people, the stereotype falls apart. In this thought-provoking book, Tim Jon Semmerling further dismantles the "evil" Arab stereotype by showing how American cultural fears, which stem from challenges to our national ideologies and myths, have driven us to create the "evil" Arab Other. Semmerling bases his argument on close readings of six films (The Exorcist, Rollover, Black Sunday, Three Kings, Rules of Engagement, and South Park: Bigger, Longer & Uncut), as well as CNN's 9/11 documentary America Remembers. Looking at their narrative structures and visual tropes, he analyzes how the films portray Arabs as threatening to subvert American "truths" and mythic tales—and how the insecurity this engenders causes Americans to project evil character and intentions on Arab peoples, landscapes, and cultures. Semmerling also demonstrates how the "evil" Arab narrative has even crept into the documentary coverage of 9/11. Overall, Semmerling's probing analysis of America's Orientalist fears exposes how the "evil" Arab of American popular film is actually an illusion that reveals more about Americans than Arabs.

Instead, we are increasingly entrenched in the simplified dichotomies of Left and Right, us and them, hating others and victimizing oneself. Studying Hong Kong’s Umbrella Movement, which might be the largest Occupy movement in recent years, The Appearing Demos urges us to re-commit to democracy at a time when democracy is failing on many fronts and in different parts of the world. The 79-day-long Hong Kong Umbrella Movement occupied major streets in the busiest parts of the city, creating tremendous inconvenience to this city famous for capitalist order and efficiency. It was also a peaceful collective effort of appearance, and it was as much a political event as a cultural one. The urge for expressing an independent cultural identity underlined both the Occupy movement and the remarkably rich cultural expressions it generated. While understanding the specificity of Hong Kong’s situations, The Appearing Demos also comments on some global predicaments we are facing in the midst of neoliberalism and populism. It directs our attention from state-based sovereignty to city-based democracy, and emphasizes the importance of participation and cohabitation. The book also examines how the ideas of Hannah Arendt are useful to those happenings much beyond the political circumstances that gave rise to her theorization. The book pays particular attention to the actual intersubjective experiences during the protest. These experiences are local, fragile, and sometimes inarticulable, therefore resisting rationality and debates, but they define the fullness of any individual, and they also make politics possible. Using the Umbrella Movement as an example, this book examines the “freed” political agents who constantly take others into consideration in order to guarantee the political realm as a place without coercion and discrimination. In doing so, Pang Laikwan demonstrates how politics means neither to rule nor to be ruled, and these movements should be defined by hope, not by goals.

Adopting a long-term perspective, it argues that even though Washington initially had an opportunity to achieve its security goals and give Afghanistan a chance to enter a new era, it compromised any possibility of success from the very moment it let bin Laden escape to Pakistan in December 2001, and found itself locked in a strategic overreach. Given the bureaucratic and rhetorical momentum triggered by the war on terror in America, the Bush Administration was bound to deploy more resources in Afghanistan sooner or later (despite its focus on Iraq). The need to satisfy unfulfilled counter-terrorism objectives made the US dependent on Afghanistan’s warlords, which compromised the country’s stability and tarnished its new political system. The extension of the US military presence made Washington lose its leverage on the Pakistan army leaders, who, aware of America’s logistical dependency on Islamabad, supported the Afghan insurgents – their historical proxies - more and more openly. The extension of the war also contributed to radicalize segments of the Afghan and Pakistani populations, destabilizing the area further. In the meantime, the need to justify the extension of its military presence influenced the US-led coalition into proclaiming its determination to democratize and reconstruct Afghanistan. While highly opportunistic, the emergence of these policies proved both self-defeating and unsustainable due to an inescapable collision between the US-led coalition’s inherent self-interest, hubris, limited knowledge, limited attention span and limited resources, and, on the other hand, Afghanistan’s inherent complexity. As the critical contradictions at the very heart of the campaign increased with the extension of the latter’s duration, scale, and cost, America’s leaders, entrapped in path-dependence, lost their strategic flexibility. Despite debates on troops/resource allocation and more sophisticated doctrines, they repeated the same structural mistakes over and over again. The strategic overreach became self-sustaining, until its costs became intolerable, leading to a drawdown which has more to do with a pervasive sense of failure than with the accomplishment of any noble purpose or strategic breakthrough.
