There is a strong focus on the relationships among energy transformation, institutional change and place-based factors in determining the nature and location of energy-related injustices. The book also explores how patterns and structures of energy poverty have changed over time, as evidenced by some of the common measures used to describe the condition. In part, this means investigating the makeup of energy poor demographics across various social and spatial cleavages. More broadly, it also argues that energy sector reconfigurations are both reflected in and shaped by various domains of social and political organization, especially in terms of creating poverty-relevant outcomes.

Victoria Nalule argues that SSA countries have many common energy challenges which could be tackled with collective efforts through regional cooperation. By means of a legal and comparative analysis and a seven-step framework, the book explores the current regional mechanisms employed in Africa to address the challenge of energy poverty and access and whether they are effective in tackling the challenge of energy access, including regional energy infrastructure and regional energy regulations. Chapters discuss the evolution of regionalism in SSA and the role of regional cooperation in the development of renewable energy as a means of confronting both energy access and climate change. Specifically the nexus between energy access, renewable energy and climate change is covered as well as the potential of fossil fuels in addressing energy poverty. The establishment and development of regional energy infrastructure as one of the mechanisms of addressing energy access challenges in SSA and regional efforts to harmonise energy regulation are explored. Book excerpt: Professor John Hills' report on fuel poverty (March 2012, DECC) found that the problem of fuel poverty was being measured in the wrong way. Proper measurement is integral in designing effective polices to counter fuel poverty. This consultation looks at changing the approach to measurement (currently based on whether a household would need to spend more than 10% of its income on energy to keep warm). Section 1 sets out the background to the Hills Review and summarises its main findings. Section 2 focuses on the proposal for a new definition (the Low Income High Costs indicator) and also covers the recommended changes to the methodology used to calculate the fuel poverty statistics. The proposed changes raises questions about how a new definition fits with t he current target, which is set out in the Warm Homes and Energy Conservation Act 2000. Section 3 of this paper considers whether the definition and target should be aligned and how to achieve that. Finally, section 4 considers next steps. The Government intends to publish a refreshed fuel poverty strategy early in 2013 incorporating the new definition.

This paper builds on Professor John Hills' report on fuel poverty (March 2012, DECC) and the Government's proposals outlined in 'Fuel poverty: changing the framework for measurement' (Cm. 8440, Sept. 2012, ISBN 9780101844024). Section 1 provides an overview of why fuel poverty matters, revisiting Professor Hills' work which established fuel poverty as a long-term structural problem and provided a new understanding that the issue is driven not only by low income but by the characteristics of the homes in which people live. Section 2 sets out the new Low Income High Cost indicator which will be used to define the problem. Section 3 looks at what this new approach can tell about who the fuel poor are and the scale of the problems they face, and sets out guiding principles. Section 4 examines the current policy package against the new framework whilst section 5 sets out means to target those most in need and identifies short term priorities. Finally section 6 lays out the new target and its planned introduction through secondary legislation. The aim will be to ensure fuel poor households attain a certain standard of energy efficiency in their homes as well as providing other assistance for managing bills or offering immediate help with energy bills.

Book excerpt: In 2009-10, public expenditure rose to 48 per cent of GDP whilst income fell to 37 per cent, resulting in the largest deficit in Britain's peacetime history. This Spending Review sets out how the Coalition Government will carry out its deficit reduction plan. Particular focus has been given to reducing welfare costs and wasteful spending. This has enabled the Coalition Government to prioritise the NHS, schools, early years' provision and the capital investments designed to support long term economic growth. Departmental budgets other than health and overseas aid will be cut by an average of 19 per cent over four years. Key areas of Annually Managed Expenditure (AME) in addition to Departmental Expenditure Limits (DELs) for each government department and for the devolved administrations are covered. The Review sets out departmental spending plans for the four years until 2014-15 and further savings and reforms to welfare, environmental levies and public service pensions. The Review protects high value transport maintenance and investment, maintains the science budget, invests in apprenticeships and the low carbon economy and allows universities to increase fees from the 2012-13 academic year. Fundamental reforms will simplify the welfare system and make net savings of �7 billion a year. Social housing will be reformed and social care will receive an additional �2 billion by 2014-15. Public service reform underpins the Review: decentralisation of power; cutting burdens and regulations on front-line staff; improving transparency, efficiency and accountability of local services. Local government will have greater freedom but must work within reduced allocations. Public sector pensions will be reformed in line with Lord Hutton's recommendations. Central government administration costs will be cut by 34 per cent by 2014-15. Government departments will produce business plans later in 2010 detailing reform plans and priorities.
