Book excerpt: This report summarizes activity performed in support of the FAA's Fuel Containment research program. A review was made of previously performed pretest analysis and longitudinal test results for a double-wall cylindrical auxiliary fuel tank. A review was made of the Auxiliary Fuel System Installation Advisory Circular. Available data from recent, pertinent transport category airplane accidents and full-scale crash test results were discussed for their relevance to the Fuel Containment research effort. The fuel tank/airframe installation was defined for the next series of longitudinal- and vertical-impact tests. The outline of a proposed semiempirical procedure was developed. The procedure's potential would be for use in evaluating fuselage- auxiliary fuel tank installations under dynamic loading utilizing available and pending test data.

Book excerpt: HQ TAC/LGT has proposed, through WR-ALC/DSP, a container design project to the Air Force Packaging Evaluation Agency (AFPEA) relative to development of a transport device/container for auxiliary fuel tanks used with the H-53 helicopter. The container(s) are essential to rapid deployment of the H-53 in contingency response situations. Since the helicopter cannot be ferried worldwide, and still meet planning/timing considerations, the H-53 is partially disassembled and moved via the C-5 Galaxy aircraft. The helicopter, however, will not fit into the C-5 with its auxiliary fuel tanks attached; also, to be air-shippable, these tanks must be purged of jet fuel fumes in accordance with AFM 71-4. This is a process normally involving 72 hours. The AFPEA has developed a sturdy handling device/container that will allow the H-53 tanks to be safely moved when partially filled with jet fuel. This container has been subjected to strenuous vibration and mechanical handling tests, along with the fit and function tests, and as a system it is fully qualified to satisfy the design criteria. The current cost of this container is well under $350 including labor and materials.

Book excerpt: The objective of this study was to investigate development of a low-cost liquid natural gas (LNG) vehicle fuel storage tank with low fuel boil-off, low tank pressure, and high safety margin. One of the largest contributors to the cost of converting a vehicle to LNG is the cost of the LNG fuel tank. To minimize heat leak from the surroundings into the low-temperature fuel, these tanks are designed as cryogenic dewars with double walls separated by an evacuated insulation space containing multi-layer insulation. The cost of these fuel tanks is driven by this double-walled construction, both in terms of materials and labor. The primary focus of the analysis was to try to devise a fuel tank concept that would allow for the elimination of the double-wall requirement. Results of this study have validated the benefit of vacuum/MLI insulation for LNG fuel tanks and the difficulty in identifying viable alternatives. The thickness of a non-vacuum insulation layer would have to be unreasonably large to achieve an acceptable non-venting hold time. Reasonable hold times could be achieved by using an auxiliary tank to accept boil-off vapor from a non-vacuum insulated primary tank, if the vapor in the auxiliary tank can be stored at high pressure. The primary focus of the analysis was to try to devise a fuel tank concept that allowed for the elimination of the double-wall requirement. Thermodynamic relations were developed for analyzing the fuel tank transient response to heat transfer, venting of vapor, and out-flow of either vapor or liquid. One of the major costs associated with conversion of a vehicle to LNG fuel is the cost of the LNG fuel tank. The cost of these tanks is driven by the cryogenic nature of the fuel and by the fundamental design requirements of long non-venting hold times and low storage pressure.

Book excerpt: An investigation was conducted in the NACA 19-foot pressure tunnel to detemine the aerodynamic effices of several arrangements of external auxiliary fuselage and wing tanks of large fuel capacity on a fighter-type airplane. Model tank arrangements tested were 350-gallon rectangular cross section tank attached directly to fuselage or wing and 150 or 300-gallon circular cross section tanks attached to wings or fuselage by single strut. Both rectangular directly attached tanks and circular single strut wing tanks proved impracticable. Circular 150 and 300-gallon fuselage-tank arrangements showed at least effect on aerodynamic characteristics. Tank angles of incidence and vertical distances from adjacent airplane surfaces had negligible effect.

The information provided in this book examines the risks of terrorist attacks using these materials for a radiological dispersal device. Safety and Security of Commercial Spent Nuclear Fuel is an unclassified public summary of a more detailed classified book. The book finds that successful terrorist attacks on spent fuel pools, though difficult, are possible. A propagating fire in a pool could release large amounts of radioactive material, but rearranging spent fuel in the pool during storage and providing emergency water spray systems would reduce the likelihood of a propagating fire even under severe damage conditions. The book suggests that additional studies are needed to better understand these risks. Although dry casks have advantages over cooling pools, pools are necessary at all operating nuclear power plants to store at least the recently discharged fuel. The book explains it would be difficult for terrorists to steal enough spent fuel to construct a significant radiological dispersal device.
