Book excerpt: Studies on various themes connected with regional development show that most researchers construe the term `region' as denoting a `large' geographic unit. They do so even though in the context of regional development, regional problems may be examined in smaller geographic areas such as urban or rural localities. Research devotes little attention to socio-economic distinctions within peripheral and core regions, rather stressing disparities between regions. The few studies that have been conducted regarding disparities in growth of small towns in a region indicate a number of factors that may produce these disparities. Development policy for Israel's national peripheries is a salient example of a homogeneous development policy. Policy with respect to industrialization, housing, taxation, and other areas fails to take account of socio-economic differences among the localities within the peripheral regions.

They also consider the strong cultural links between the Indus civilisation and the second, later period of South Asian urbanism which began in the first millennium BCE and developed through the early first millennium CE. In addition to examining the evidence for emerging urban complexity, this book gives equal weight to interactions between rural and urban communities across South Asia and considers the critical roles played by rural areas in social and economic development. The authors explore how narratives of continuity and transformation have been formulated in analyses of South Asia's Prehistoric and Early Historic archaeological record.

Book excerpt: In September 1977 a 'Regional Science Symposium' was held at the Faculty of Economics of the University of Groningen in the Netherlands. Organized because of the recent establishment at the Faculty of Economics of a group that is engaged in teaching and research in the field of regional science, the aim of the symposium was to make university members more familiar with regional science and to introduce the newly created group to the national and international scene. Two separate topics were selected, of potential interest to both re searchers and policy-makers. The first, spatial inequalities and regional development, was chosen because of its central place in regional science. Authors from several disciplines were asked to approach this theme from a general, policy orientated point of view. This ensured the enlightenment of the various dimensions of spatial inequality and its implications for regional policy. The results have been collected in the volume Spatial Inequalities and Regional Development. The second theme focused on spatial statistical analysis. This branch of statistics is a relatively new one which receives growing attention among researchers in the field of applied regional science. The meeting on this topic concentrated on new results of research on the use of appro priate statistical and econometric methods for analyzing spatial data. The papers concerned have been collected into another volume, Explora tory and Explanatory Statistical Analysis of Spatial Data.

It outlines several genetic approaches to the study of urban form, grounded in the traditions of geographical analysis but wholly interdisciplinary in their content and implications. It develops a philosophical and methodological basis for the field of urban morphology, stressing the reciprocal relations between town plan, building fabric and land and building utilisation. It views these elements as spatially variable accumulations and selective survivals of forms regulated by shifting patterns of corporate and individual decisions made from one historical period to another - in perpetual tension between resistance and change. Several of the essays in this collection establish and exemplify conceptual principles and axioms of urban morphological development in historic towns, and introduce numerous specific processes by which built forms are created and juxtaposed in urban space. Other essays apply these precepts by interpreting a number of case studies of historic towns in Britain, Germany, Japan, New Zealand and elsewhere. The closing essay offers a unique interpretation of the regional varieties to be found in medieval European urbanism, based on differing traditions of social formation and morphological outcomes.

The WDR has a different message: economic growth is seldom balanced, and efforts to spread it out prematurely will jeopardize progress. The institutional mechanisms for dealing with regional imbalance in India have not been very successful so far. With rising discrepancies in development, demand for autonomy continues along with a new dimension of regionalism arising from submerged identity along with political and economic aspirations, which demanded new channels for solution. So far, attempts to create space for autonomy have possibly not optimally accommodated the conceptual mechanisms like equity and democratic process. Thus democratizing policy process using six pillars of voice: knowledge, objective, fundamental values, implementation framework and public awareness can ensure a better policy outcome for dealing with the persistent challenges of regional disparity in India. This book further focuses on the need for democratizing the policy process for regional development through discussion and inclusion. Such a transition needs innovation in policy regime, which can be attained through following six pillars (i) Democratic voice of stakeholders in policy development and implementation; (ii) Clear policy objectives that advance the common good, based on voice; (iii) Unbiased, sound and comprehensive knowledge and data bases. (iv) Consistency with constitutional values; (v) A sound implementation framework ensuring user-friendliness, transparency and rationality of decision-making processes, effective grievance redress, clear accountability and independent evaluation; (vi) Public awareness and support of policies with relevant and public participation in implementation.

Book excerpt: Built in to every multilateral environmental agreement is a dilemma: how to incorporate justice and fairness on the one hand and effectiveness on the other. Our immense difficulty in meeting this two-edged imperative highlights the fact that we are, at best, at an early stage in the development of international environmental ethics, and that no coherent and effective ethical system yet exists in this context. This remarkable book starts from a conviction that the principle of common but differentiated responsibility (CBDR) offers the best way forward toward the much-desired goal of sustainable development. Presenting a full-scale, multidisciplinary assessment of the feasibility of the principle of CBDR in multilateral environmental agreements, encompassing legal and policy status perspectives as well as historical developments and future prospects, this study identifies issues and aspects in the theoretical and practical application of the CBDR principle. The author responds with in-depth knowledge and awareness to such specific questions as the following: What does the principle of common but differentiated responsibility entail in international environmental law, with special reference to international environmental treaties? How is the principle reflected in the burden-sharing design of current agreements? What problems and challenges does the practical application of the CBDR principle present to the international community and individual countries as well as to the international environmental regimes themselves? What factors should be taken into account when assessing the success or failure of the principle? What is the status of the principle in international environmental law (currently and possibly in the future), and what are its implications in the broader international context? The author examines methods for differentiation from both theoretical and actual treaty-level viewpoints. She offers examples from the negotiation history of international environmental treaties to shed light on the importance of information-sharing and wide participation during the negotiations. Recognizing that, in the international environmental field, problems of economic development and the geopolitics of global wealth distribution soon come to the fore, and that each stateands right to development should not be too heavily restricted under international environmental regimes, she demonstrates that the CBDR principle has a strong potential to formally integrate the environment and development at the international level. The study will be of immeasurable value in promoting understanding of how CBDR actually works. It will help lawyers and policymakers perceive how different parties want to use the principle, and to discern clearly what options could be chosen by the parties, which aspects are crucial, and what factors influence the effectiveness of the arrangements.
