Logan argues that African foodways have been viewed through the lens of ‘the scarcity slot,’ a kind of Othering based on presumed differences in resources. Weaving together archaeological, historical, and environmental data with food ethnography, she advances a new approach to building long-term histories of food security on the continent in order to combat these stereotypes. Focusing on a case study in Banda, Ghana that spans the past six centuries, The Scarcity Slot reveals that people thrived during a severe, centuries-long drought just as Europeans arrived on the coast, with a major decline in food security emerging only recently. This narrative radically challenges how we think about African foodways in the past with major implications for the future.

Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.

Based on the first and - up till now - only systematic and empirical study to come out of Cuba on this topic, this book examines how the nation successfully headed off its own food crisis after the dissolution of the Soviet Bloc in the early 1990s. The author identifies the policies and practices required for such an achievement under conditions of petroleum-scarcity and in doing so, challenges the mainstream globalized and privatized food systems and food security strategies being driven through in both industrialized and more vulnerable developing regions. Paradoxically, the book dispels the myth that Cuba turned to organic farming nationwide, a myth founded on the success of Cuba's urban organic production systems which visitors to the country are most commonly exposed to. In rural regions, where the author had unique access, industrialized high-input and integrated agriculture is aspired to for the majority of domestic production, despite the ongoing fluctuations in availability of agrochemicals and fuel. By identifying the challenges faced by Cuban institutions and individuals in de-industrializing their food and farming systems, this book provides crucial learning material for the current fledgling attempts at developing energy descent plans and at mainstreaming more organic food systems in industrialized nations. It also informs international policy on sustainable agriculture and food security for less-industrialized countries.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

In this pathbreaking book, Dennis Clark Pirages and Theresa Manley DeGeest argue for dramatically broadening the context in which security priorities are established in an age of increasing globalization. Addressing the very fundamental question of the sources of premature human deaths and associated insecurity, both historically and in the contemporary world, the authors observe that in the twentieth century starvation killed nearly as many people as did military conflict. But disease was responsible for killing nearly fourteen times as many people as was warfare. And in the contemporary world of the twenty-first century, environmental terrorism and biological warfare are blurring the traditional distinctions between natural disasters, accidental deaths, and military casualties. Ecological Security moves the analysis of global environmental and resource issues to the next level by developing an 'eco-evolutionary' perspective for analyzing emerging problems associated with rapid globalization. Preserving future ecological security will depend upon maintaining dynamic equilibriums among human populations, and between them and pathogenic microorganisms, other species, and the sustaining capabilities of nature. This eco-evolutionary framework is used to anticipate and analyze emerging demographic, ecological, and technological discontinuities and dilemmas associated with rapid globalization. Book excerpt: The Earth's human population is expected to pass eight billion by the year 2025, while rapid growth in the global economy will spur ever increasing demands for natural resources. The world will consequently face growing scarcities of such vital renewable resources as cropland, fresh water, and forests. Thomas Homer-Dixon argues in this sobering book that these environmental scarcities will have profound social consequences--contributing to insurrections, ethnic clashes, urban unrest, and other forms of civil violence, especially in the developing world. Homer-Dixon synthesizes work from a wide range of international research projects to develop a detailed model of the sources of environmental scarcity. He refers to water shortages in China, population growth in sub-Saharan Africa, and land distribution in Mexico, for example, to show that scarcities stem from the degradation and depletion of renewable resources, the increased demand for these resources, and/or their unequal distribution. He shows that these scarcities can lead to deepened poverty, large-scale migrations, sharpened social cleavages, and weakened institutions. And he describes the kinds of violence that can result from these social effects, arguing that conflicts in Chiapas, Mexico and ongoing turmoil in many African and Asian countries, for instance, are already partly a consequence of scarcity. Homer-Dixon is careful to point out that the effects of environmental scarcity are indirect and act in combination with other social, political, and economic stresses. He also acknowledges that human ingenuity can reduce the likelihood of conflict, particularly in countries with efficient markets, capable states, and an educated populace. But he argues that the violent consequences of scarcity should not be underestimated--especially when about half the world's population depends directly on local renewables for their day-to-day well-being. In the next decades, he writes, growing scarcities will affect billions of people with unprecedented severity and at an unparalleled scale and pace. Clearly written and forcefully argued, this book will become the standard work on the complex relationship between environmental scarcities and human violence.

The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization.
