It spearheaded the prosecution of German and Japanese officials after World War II and more recently supported tribunals to deal with events in Rwanda, the former Yugoslavia, and elsewhere. Washington has kept far more distance, however, from the International Criminal Court (ICC). Although President Bill Clinton allowed U.S. negotiators to sign the Rome Statute, the agreement that established the court, he and subsequent presidents have maintained objections to elements of the court's jurisdiction and prosecutorial authority. U.S. administrations have since cooperated to varying degrees with the ICC, but the notion of ratifying the Rome Statute and joining the court has never been seriously entertained.Even as a nonmember, though, the United States has important interests at stake in the ICC's operations. On the one hand, the court can bring to justice those responsible for atrocities, something with both moral and strategic benefits. On the other hand, there are fears that the court could seek to investigate American actions and prosecute American citizens, as well as concerns that it will weaken the role of the UN Security Council (where the United States has a veto) as the preeminent arbiter of international peace and security.This Council Special Report, authored by Vijay Padmanabhan, examines how the United States should advance its interests at the ICC's 2010 review conference, scheduled for May and June in Kampala, Uganda. After outlining the history of U.S. policy toward the court, the report analyzes the principal items on the review conference agenda, most notably the debate over the crime of aggression. The conference faces the task of deciding whether to adopt a definition of aggression and, should it do so, whether and how to activate the court's jurisdiction over this crime. Padmanabhan explains the important questions this debate raises.Offering guidance for U.S. policy, the report recommends that the United States not seek to join the court in the foreseeable future. However, Padmanabhan urges the Obama administration to make an active case for its preferred outcomes at the review conference, including by sending a cabinet-level official to Kampala. On the question of aggression, he calls for a strong stand against activating the ICC's jurisdiction. He argues that the proposed definition is overly vague, something that could endanger U.S. interests and risk embroiling the court in political disputes over investigations. Should the review conference nonetheless adopt a definition, he advises the administration to emphasize the potential drawbacks of activating the ICC's jurisdiction without consensus among its members. On other issues, the report urges the United States to contribute constructively to the evaluation of the court's functioning that the conference will carry out. And if the conference's overall outcome is favorable, Padmanabhan concludes, the United States should consider boosting its cooperation with the court in such areas as training, funding, the sharing of intelligence and evidence, and the apprehension of suspects.From Rome to Kampala offers a timely agenda for U.S. policy at this year's review conference and toward the ICC in general. Its thoughtful analysis and detailed recommendations make an important addition to current thinking on a set of issues with deep moral, legal, and strategic implications.

Book excerpt: This report outlines the results of a household survey carried out in August–September 2020 to assess the impact of desert locust invasions on food security and livelihoods in Uganda. In 2019–2020, the Horn of Africa was affected by what was described by FAO as the worst desert locust infestation in over 25 years. Desert locust swarms pose a severe threat to agriculture-based livelihoods, particularly in areas where food security is already fragile. The first swarm of locusts entered the Ugandan subregion of Karamoja – already the most food-insecure subregion in the country – on 9 February 2020. By September 2020, desert locusts had been sighted in over 20 districts in the Acholi, Elgon, Karamoja, Lango, and Teso subregions. To assess the impact of the desert locust invasions, a survey of 7 800 households was carried out in the affected subregions. Data collection, processing, and analysis were carried out by a technical team comprising staff of the Uganda Bureau of Statistics, the Office of the Prime Minister, the Ministry of Agriculture, Animal Industry and Fisheries, district local governments, Makerere University and FAO; Catholic Relief Services provided support during the collection and validation of the data. The assessment found that the desert locust invasions had had a negative impact on the livelihoods and food security of a majority of households in all surveyed subregions. Based on the results of the assessment, a number of recommendations for response options (including control measures and livelihood support programmes) were formulated. A critical need to improve Uganda’s desert locust preparedness by strengthening the country’s capacities for real-time surveillance, rapid verification and deployment of control teams upon confirmation was highlighted.

The proposed classification allows for analysing the level and the composition of public expenditures that influence adaptation capacity of the sector to climate change, and actions that increase or decrease greenhouse gas emissions (GHG) in agriculture. This, in turn, allows for assessing whether the sector is stimulated in a way that allows achieving a country’s climate change adaptation and mitigation objectives and form a basis for further evaluation of the effectiveness of individual measures in reaching these objectives.

Book excerpt: The infamous Scramble for Africa resulted in random and unlikely borders that remain today. The West partitioned territory for the sake of its short-term goal of influence or mastery. They gave little thought to the long-running consequences for the Africans themselves. This arbitrary carving up of Africa, the colonial policy of divide and rule, and the resultant segmental cleavages in most post-colonial African states may be blamed for the horizontal inequalities, conflicts, and insecurity rampant since independence. In Uganda, as in many other African countries, the most evident of such cleavages have been tribal and ethnic. Recently there have been calls for constitutional reform that would devolve power to the tribal regions and revive the idea of federalism which was the organizing principle in the immediate aftermath of independence. This book highlights the dynamics of ethnic politics in the post-independence sub-Saharan setting in general and the background, meaning, and relevance of the debate on ethnic federalism in Uganda, in particular. Part of the book covers Vick Lukwago Ssalis own experiences growing up in an independent but troubled Uganda. However, its central thesis is based on the voices of selected samples of ordinary people in ten different tribal areas of Uganda and what they comparatively think about the issue of federalism. Unfortunately, however, he was killed by those he had come to save. Fortunately four of his disciples wrote up the story of his life, and gave us the four Gospels which are a marvelous account of his life and his teaching. We are tremendously indebted to Matthew, Mark, Luke and John who have given us an inspired account of all that Jesus did and taught. Recognizing the great value that a biography or autobiography may have, I decided to write and publish my autobiography. From a thirty day retreat I made back in 1977 I learned that an autobiography may not only be a blessing to the readers of it, but also to the author. The healing I experienced through the 800 pages I wrote at that time and shared with my director convinced me that the writing of an autobiography can be a blessing to the author, perhaps more than to later readers. I am so convinced of the benefit the author of an autobiography may receive that I would encourage parents and teachers to teach children, perhaps, by the age of eight or ten to begin to write a diary or journal. Very helpful to me in writing my autobiography was the practice I began about 1949 (When I was 22 years old) of keeping a journal or appointment book in which I kept a record of all the persons I met or places where I travelled, and things I saw, and reflections that seemed to be significant. In the course of writing my autobiography I became more aware of the many people who have had a significant role in my life and development. More important, I have discovered at a deeper level how important in my life has been the friendship I have developed with Jesus. I am convinced that Jesus has had a very important part in bringing into my life the many people who have touched and transformed my life. That is why I consider Jesus the first and greatest of all my friends. I heartily agree with St. Paul when he wrote to the Corinthians: “Brothers, you are among those called. Consider your situation. Not many of you are wise, as men account wisdom, not many are influential, and surely not many are well born. God chose those whom the world considers absurd to shame the wise; he singled out the weak of this world to shame the strong. He chose the worlds’s lowborn and despised, those who count for nothing, to reduce to nothing those who were something: so that mankind can do no boasting before God. God it is who has given you life in Christ Jesus. He has made him our wisdom and also our justice, our sanctification, and our redemption. This is just as you find it written, “Let him who would boast, boast in the Lord.” ( I Cor. 1:26 - 31)
