Book excerpt: The breathtaking number of mergers and joint ventures among agribusiness firms has left independent American farmers facing the power of an increasingly concentrated buying sector. The origin of farmers’ concern with such economic concentration dates back to protests against meatpackers and railroads in the late nineteenth century. Jon Lauck examines the dimensions of this problem in the American Midwest in the decades following World War II. He analyzes the nature of competition within meat-packing and grain markets. In addition, he addresses concerns about corporate entry into production agriculture and the potential displacement of a production system defined by independent family farms. Lauck also considers the ability of farmers to organize in order to counter the market power of large-scale agribusiness buyers. He explores the use of farmer cooperatives and other mechanisms which may increase the bargaining power of farmers. The book offers the first serious historical examination of the National Farmers Organization, which fully embraced the bargaining power cause in the postwar period. Lauck finds that independent farmers’ attempts at organization have been more successful than previously recognized, but he also shows that their successes have been undermined by the growing concentration and power of agri-business firms, justifying a new approach to antitrust law in agricultural markets.

Roosevelt's New Deal government, writing the legislation to consolidate federal farm credit programs. After a brief stint as deputy governor, he became governor of the Farm Credit Administration in 1933. Myers led the agency to two great successes: saving thousands of farms from bankruptcy and establishing a permanent, government-sponsored credit system for farmers comparable to what private banks provided industry. Myers returned to Cornell in 1938 and served for nearly fifteen years as dean of the College of Agriculture. Myers also served on the board of trustees of the Rockefeller Foundation, which was instituting agricultural research programs that would enable developing nations to become more productive, self-reliant, and anticommunist members of the global community.

Book excerpt: In the historical narrative that prevails today, the New Deal years are positioned between two equally despised Gilded Ages—the first in the late nineteenth century and the second characterized by the world of Walmart, globalization, and right-wing populism in which we currently live. What defines these two ages is an increasing level of inequality legitimized by powerful ideologies, namely, Social Darwinism at the end of the nineteenth century and neoliberalism today. In stark contrast, the era of the New Deal was first and foremost an attempt to put an end to inequality in American society. In the historical longue durée, it appears today as a kind of golden age when policymakers and citizens sought to devise solutions to the two major "questions"—labor on one side, social on the other—that were at the heart of the American political economy during the twentieth century. Capitalism Contested argues that the New Deal order remains an effective framework to make sense of the transformation of American political economy over the last hundred years. Contributors offer an historicized analysis of the degree to which that political, economic, and ideological order persists and the ways in which it has been transcended or even overthrown. The essays pay attention not only to those ideas and social forces hostile to the New Deal, but to the contradictions and debilities that were present at the inauguration or became inherent within this liberal impulse during the last half of the twentieth century. The unifying thematic among the essays consists not in their subject matter—politics, political economy, social thought, and legal scholarship are represented—but in a historical quest to assess the transformation and fate of an economic and policy order nearly a century after its creation. Book excerpt: Mixed Harvest explores rural responses to the transformation of the northern United States from an agricultural society into an urban and industrial one. According to Hal S. Barron, country people from New England to North Dakota negotiated the rise of large-scale organizational society and consumer culture in ways marked by both resistance and accommodation, change and continuity. Between 1870 and 1930, communities in the rural North faced a number of challenges. Reformers and professionals sought to centralize authority and diminish local control over such important aspects of rural society as schools and roads; large-scale business corporations wielded increasing market power, to the detriment of independent family farmers; and an encroaching urban-based consumer culture threatened rural beliefs in the primacy of their local communities and the superiority of country life. But, Barron argues, by reconfiguring traditional rural values of localism, independence, republicanism, and agrarian fundamentalism, country people successfully created a distinct rural subculture. Consequently, agrarian society continued to provide a counterpoint to the dominant trends in American society well into the twentieth century.
