Book excerpt: At independence, Cameroon and Nigeria adhered to the OAU principle of UTI POSSEDETIS JURIS by inheriting the colonial administrative borders whose delineation in some parts was either imperfect or not demarcated or both. The two countries tried to correct these anomalies. But such efforts were later thwarted by incessant geostrategic reckoning, dilatory, and diversionary tactics in the seventies and eighties that persisted and resurfaced in the nineties with a more determined posture. On two occasions, the border conflict almost boiled over to a full-scale war. First, in May 1981 when there was the exchange of fire between Cameroonian and Nigerian coast guards and second, in February 1994 when Nigeria marched her troops into Cameroons Bakassi Peninsula. Elsewhere in Africa, border incidents like these have often degenerated into war. But Cameroon and Nigeria together with the international community managed these protracted incidents from escalating into war. This book examines the part played by the disputing parties, Cameroon and Nigeria; the mediation, conciliatory and adjudicatory role of third parties; and the regional and international organisations, in the process of the resolution of the border dispute from 1981-2011. The study situates the nature and dynamics of the dispute historically, and comprehensively explores in detail its causes, settlement and resolution.

Book excerpt: Recent research suggests that isolation from regional and international markets has contributed significantly to poverty in many Sub-Saharan African countries. Numerous empirical studies identify poor transport infrastructure and border restrictions as significant deterrents to trade expansion. In response, the African Development Bank has proposed an integrated network of functional roads for the subcontinent. Drawing on new econometric results, the authors quantify the trade-expansion potential and costs of such a network. They use spatial network analysis techniques to identify a network of primary roads connecting all Sub-Saharan capitals and other cities with populations over 500,000. The authors estimate current overland trade flows in the network using econometrically-estimated gravity model parameters, road transport quality indicators, actual road distances, and estimates of economic scale for cities in the network. Then they simulate the effect of feasible continental upgrading by setting network transport quality at a level that is functional, but less highly developed than existing roads in countries like South Africa and Botswana. The authors assess the costs of upgrading with econometric evidence from a large World Bank database of road project costs in Africa. Using a standard approach to forecast error estimation, they derive a range of potential benefits and costs. Their baseline results indicate that continental network upgrading would expand overland trade by about $250 billion over 15 years, with major direct and indirect benefits for the rural poor. Financing the program would require about $20 billion for initial upgrading and $1 billion annually for maintenance. The authors conclude with a discussion of supporting institutional arrangements and the potential cost of implementing them.

These became his co-workers. He was their team leader. Some of the co-workers and co-leaders in his team served for short periods, and some served with him a lifelong commitment. From his lips, we can enter into the spiritual environment, and into the lives of the men and women who served the Lord with him. For the purposes of testimony, many statements for correction, rebuke, and re-alignment have been deliberately omitted because the public nature of the book is inappropriate for such a ministry of perfection and intimacy. We have shared what came from his lips to motivate his co-workers, and that reflects his absolute faith not only in God but in those that had teamed up with him. He saw the good and he built on the good, and around such a leader, many unusual men and women emerged as is evident in these anecdotes. May the Lord build you as you read, and may the Lord build you as you share in an unusual leader building men and women for God's work.
