By establishing a novel theoretical framework (the complex model of size), this study identifies specific ways in which material and perceptual smallness affect power, identity, regime stability, and leverage in international politics. The small states of the Gulf (Bahrain, Kuwait, Oman, Qatar, and the United Arab Emirates) managed to build up considerable influence in regional politics over the last decade, although their size is still considered an essential, irresolvable weakness, which makes them secondary actors to great powers such as Saudi Arabia or Iran. Breaking down explicit and implicit biases towards largeness, the book examines specific case studies related to foreign and security policy behaviour, including the Gulf wars, the Arab Uprisings, the Gulf rift, and the Abraham Accords. Analysing the often-neglected small Gulf states, the volume is an important contribution to international relations theory, making it a key resource for students and academics interested in Small State Studies, Gulf studies, and the political science of the Middle East.

This book analyses the reasons for this, including the post-colonial conflicts which Britain handed the UN and its determination to ensure that peacekeeping evolved in a manner compatible with UK national interests. Despite initial ambivalence about letting the UN run military operations, Britain repeatedly used the organization, to shed colonial responsibilities, save face, share policing burdens, and stabilise conflicts in sensitive regions. This comprehensive survey first examines UK experience with antecedents of UN operations, notably 19th century colonial policing and missions set up under the League of Nations. It then analyses British efforts to influence, contain and exploit individual UN operations, including the Emergency Force established following the Suez Crisis (1956-67), the force in the Congo (1960-64), and the enduring operation in Cyprus (1967-). Also covered are several instances when British Governments preferred to intervene unilaterally, including in Jordan and Kuwait. One of the main contributions of the book is the detailed analysis of internal UK Government and UN files, which the author uses to reconstruct the policy making process. The book also sheds light on the peacekeeping policies of certain other key states, particularly the US and USSR. Finally, the account addresses some issues of contemporary relevance, including the tension between neutrality and impartiality, peacekeeping in a semi-permissive environment, and the use of force.

When authors have focused on politics in Swift’s writings, this has usually meant a study of how Swift located himself on issues of his day such as church and state, and Ireland. Robertson claims by contrast that Gulliver’s Travels is fundamentally a book about the “ancients” (e.g. Plato, Aristotle), and the “moderns” (science and technology), and their contrasting views about the human condition. The claim that the Travels is “a kind of prolegomena” to political philosophy leaves open the possibility that it does not achieve, or seek to achieve, a fusion of various teachings but rather uses the device of alien societies to point us to uncomfortable aspects of political philosophy’s “larger questions” we are prone to ignore. Swift, Robertson argues, draws our attention to some version of the classical republic, as idealized in Aristotle’s political writings and in Plato’s Republic, as opposed to a modern regime which, at its best or most intellectual, emphasizes modern science and technology in combination as a way to improve the human condition.
