It describes the impact of Joseph II's enlightened despotism on the life and political consciousness of his subjects, especially the non-privileged orders. It traces the influence of the political hopes and discontents aroused by the reforms from above on the policy of Joseph himself and of his successors. The substitution of repression for concessions by Francis II provoked an active opposition in the ranks of the non-privileged orders presaging the 19th century liberal and democratic movements. The opposition was silenced by the Jacobin Trials, for many aspects of which this is the first documented account.

Efforts to analyze and explain the actions of this complex and controversial personality have involved a number of savants in investigations of "Josephinism" (or as I prefer to call it, "Josephism"), dealing in great detail with the motiva tions, substance, and influence of his innovations. The roots of Josephism run deep, but can be observed emerging here and there from the intellectual and political soil that nourished them, before joining the central trunk of the system formulated during the latter years of Maria Theresa's reign to grow to an ephemeral and stunted maturity under Joseph II.

Moreover the status of Germany, in theory ruled by the Hapsburgs in their capacity of Holy Roman Emperors, had since the conclusion of the Thirty Years War been in some doubt. In practice the Hapsburgs could count on obedience always in their family dominions, not particularly extensive and mostly concentrated in the West (Vorderosterreich); sometimes in the South German Catholic states; and virtually not at all in the Protestant North. Then, too, in the second half of the seventeenth century Prussia had emerged as a power, which although still technically a part of the Empire, was increasingly capable and willing to pursue a thoroughly independent course. The position of Charles VI was thus not an entirely happy one. The long run alternatives which would seem to have confronted him were either to acquiesce in the continuing erosion of Hapsburg influence in Germany, which ultimately might well have resulted in his ruling over a Danubian Empire with a German-speaking minority; or to try to buttress his position in Germany, which would have required eventually a viable modus vivendi between his German and non-German subjects.

The revival of traditional German values as markers of national identity against the approaching revolutionary armies of the French in the early 1790s is analysed in the main figure, the archetypal German youth, Hermann. Confronted by the misery of German refugees from the left-bank territories in 1796, Hermann becomes the spokesman for a new sense of German identity. The refugee Dorothea, and her first finance, the German Jacobin who died in Paris, provide a perspective on the themes of German identity and individual freedom at this time. The national feelings Hermann expresses are based on a language and community in the German small town, rather than on earlier territorial or dynastic concepts of the German nation. The traditional literary form of the idyll is reformed through irony and parody into a modern, critical and self-reflexive work in which central themes of post-revolutionary society are foregrounded.

The refugee/host contact points also fostered a series of cultural transfers.
