Although no field could survive if it did nothing but appraise its progress, occasional appraisals are important and if done well can help advance the field. This book investigates how international relations theorists can better equip themselves to determine the state of scholarly work in their field. It takes as its starting point Imre Lakatos's influential theory of scientific change, and in particular his methodology of scientific research programs (MSRP). It uses MSRP to organize its analysis of major research programs over the last several decades and uses MSRP's criteria for theoretical progress to evaluate these programs. The contributors appraise the progress of institutional theory, varieties of realist and liberal theory, operational code analysis, and other research programs in international relations. Their analyses reveal the strengths and limits of Lakatosian criteria and the need for metatheoretical metrics for evaluating scientific progress.

Clark offer a foundational analysis of the co-evolution of cyberspace (with the internet as its core) and international relations, examining resultant challenges for individuals, organizations, and states. The authors examine the pervasiveness of power and politics in the digital realm, finding that the internet is evolving much faster than the tools for regulating it. This creates a “co-evolution dilemma”—a new reality in which digital interactions have enabled weaker actors to influence or threaten stronger actors, including the traditional state powers. Choucri and Clark develop a new method for addressing control in the internet age, “control point analysis,” and apply it to a variety of situations, including major actors in the international and digital realms: the United States, China, and Google. To do so, more careful reflection is needed on cosmological assumptions in the sciences and also in the study and practice of international relations. In particular it is argued here that we need to pay careful attention to whether and how we think 'relationally'. Building a conversation between relational cosmology, developed in natural sciences, and critical social theory, this book seeks to develop a new perspective on how to think relationally in and around the study of IR. International Relations and Relational Cosmology asks: What kind of cosmological background assumptions do we make as we tackle international relations today and where do our assumptions (about states, individuals, or the international) come from? And can we reorient our cosmological imaginations towards more relational understanding of the universe and what would this mean for the study and practice of international politics? The book argues that we live in a world without 'things', a world of processes and relations. It also suggests that we live in relations which exceed the boundaries of the human and the social, in planetary relations with plants and animals. Rethinking conceptual premises of IR, Kurki points towards a 'planetary politics' perspective within which we can reimagine IR as a field of study and also political practices, including the future of democracy.
