Book excerpt: The understanding of subjective perceptions of wellbeing, that is, the perceived needs and current levels of satisfactions of people, could provide valuable information for policy and decision makers. It would allow for the mapping of the envisaged impacts of policy against things that people value and care about, thus providing information about the positive and negative potential of different policy options to impact upon human welfare. In this book, Dr Silva Larson takes us on a journey of explorations into the things that are important to people. She argues that an approach which takes into account both what people value most and how satisfied they are with the current state of affairs would assist decision makers with identifying perceived regional priorities. Further, she proposes and describes one such approach, that of using a quantitative composite value that combines both types of information, and demonstrates, using two shires in the Great Barrier Reef region of Australia as examples, how this can be done. The resulting “action lists” identify and quantify the unsatisfied needs of most importance to most people in the region, that is, factors that have high potential to improve the quality of life of residents, if restored.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. Resources contributed are to be used to strengthen pandemic influenza preparedness and response. For 2018-2023, the second High-Level Implementation Plan (HLIP II) guides the use of PC Preparedness Funds. In 2021, as planned under Section 6.2.3.3 of the HLIP II, an external Mid-Term Review was conducted to assess progress, consider changes in the landscape for global pandemic influenza preparedness and discuss potential ‘mid-course adjustments’ needed for future HLIP II implementation. This revision to the HLIP II responds to recommendation #1 of the 2021 HLIP II Mid-Term Review. It includes amendments to the Monitoring & Evaluation framework of the plan (Annex 3) to consider HLIP II implementation and progress on the results hierarchy between 2018 and 2020.
