The reexamination of the U.S.-Russian relationship in the past 12 months has led to a renewed search for insight into modern Russia. That search has resulted in a greater understanding of the 'Russian system' and the forces of stasis and change at work on its various components. This project, described in this publication, used systems thinking design methods to analyze and collaborate, leading to increased understanding of the Russian system. The subsequent wargame was tied to the design approach and led to richer levels of structured collaboration, which permitted a more in-depth analysis of Russia and U.S. policy toward Russia. The structure of the wargame was based on scenarios and questions that Russia, the United States, and Europe will most likely face in the near to midterm. Exploring these questions shed light into how each side thought about issues, priorities, risk, and alternatives when developing policy and strategy. Since 2014, China and Russia have strengthened their relationship, increasing political, military, and economic cooperation. In this report, the authors seek to understand the history of cooperation between Beijing and Moscow, the drivers of and constraints on the relationship, the potential future of cooperation between China and Russia, the impact of the Chinese-Russian relationship on the United States, and implications for future U.S. policy. The authors find that the main motivations for closer 21st century cooperation between China and Russia are the declining relative power of the United States and the persistent perceived threat from the United States to both China and Russia. If current trends continue, the authors expect the collaborative relationship between China and Russia to be sustained. Absent major (and likely undesirable) changes in U.S. policy, there is little the U.S. government or Army can do to influence the trajectory of the China-Russia relationship. The author begins by recounting the many examples of cooperation during the Cold War and continues with a summary of cooperation during the administrations of George H.W. Bush through Barack H. Obama. He proceeds to answer three questions related to the prospects of future cooperation between the United States and the Russian Federation: Should the United States cooperate with Russia? On what should the United States and Russia cooperate? What principles should guide United States cooperation with Russia? Through his analysis, the author finds that despite the often tumultuous and increasingly adversarial relationship, cooperation has remained a consistent feature of U.S.-Russian relations. Moreover, he identifies a number of characteristics of Russian behavior and foreign policy, some in evidence during the tsarist period, which continue to influence the United States' dealings with Russia today. Third, many key leaders of the current and recent Russian Government such as Vladimir Putin, Yevgeny Primakov, and Sergei Lavrov-while junior-were nevertheless present during the Bush Administration and their understanding- despite would-be "resets"-includes this history. These early efforts at cooperation must have influenced in some measure, their own experiences with, and opinions toward, cooperating with the United States.
