Book excerpt: By the close of the twentieth century, the United States became known for its reliance on incarceration as the chief means of social control, particularly in poor communities of color. The carceral state has been extended into the public school system in these communities in what has become known as the “school-to-prison pipeline.” Through interviews with young people suspended from school, Weissman examines the impact of zero tolerance and other harsh disciplinary approaches that have transformed schools into penal-like institutions. In their own words, students describe their lives, the challenges they face, and their efforts to overcome those challenges. Unlike other studies, this book illuminates the students’ perspectives on what happens when the educational system excludes them from regular school. Weissman draws attention to research findings that suggest punitive disciplinary policies and practices resemble criminal justice strategies of arrest, trial, sentence, and imprisonment. She demonstrates how harsh school discipline prepares young people from poor communities of color for their place in the carceral state. An invaluable resource for policy makers, Prelude to Prison presents recommendations for policy, practice, and political change that have the potential to dismantle the school-to-prison pipeline.

On November 24, 2016, the Colombian government and the Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo (FARC-EP) signed a final peace agreement aimed at guaranteeing a reliable and long-lasting peace to Colombia and its population. After a civil war lasted for more than five decades, the main guerrilla movement in the country has shown its determination to pursue its ideological purposes through legal and democratic means, permanently abandoning insurgency and revolutionary political aspirations. By taking inspiration from the recent developments concerning the Colombian case, this study evaluates the role played by International Law and the relevant international legal entities within the armed conflict fought between the Colombian government and the FARC, as well as during the negotiations that led to the signature of the peace agreement in 2016. Specifically, it assesses the compliance of the belligerent parties with the obligations established by three main bodies of law: International Humanitarian Law, International Criminal Law, and International Human Rights Law.

This failure is explained by exploring the changing character of conflict in current and emergent global circumstances, such as asymmetrical conflicts, insurgencies, and terrorism. Fry argues that this pluralisation of war has broken the binary relation between war and peace: conflict is no longer self-evident, and consequentially the changes in the conditions, nature, systems, philosophies and technologies of war must be addressed. Through a deep understanding of contemporary war, Fry explains why peace fails as both idea and process, before presenting ‘Unstaging War’ as a concept and nascent practice that acknowledges conflict as structurally present, and so is not able to be dealt with by attempts to create peace. Against a backdrop of increasingly tense relations between global power blocs, the beginnings of a new nuclear arms race, and the ever-increasing human and environmental impacts of climate change, a more viable alternative to war is urgently needed. Unstaging War is not claimed as a solution, but rather as an exploration of critical problems and an opening into the means of engaging with them.

Separated from their families and communities despite a low risk of recidivism, incarcerated older adults represent a major social-justice issue that reveals the intersectional factors at play in their imprisonment. How do the people aging in prison understand their life experiences? In Aging Behind Prison Walls, Tina Maschi and Keith Morgen offer a data-driven and compassionate analysis of the lives of incarcerated older people. They explore the transferable resiliencies and coping strategies used by incarcerated aging adults to make meaning of their lives before, during, and after imprisonment. The book draws on extensive quantitative and qualitative research as well as national datasets. It features rich narrative case studies that present stories of trauma, coping, and well-being. Based on the data, Maschi and Morgen present a solution-focused caring-justice framework in order to understand and transform the individual- and community-level structural factors that have led to and perpetuate the aging-in-prison crisis. They offer concrete proposals—at the community and national policy levels—to address the pressing issues of incarcerated elders.
