Excerpt: USS Blessman (DE-69/APD-48), a Buckley-class destroyer escort of the United States Navy, was named in honor of Lieutenant Edward Martin Blessman (1907-1942), who was killed in action in the Pacific on 4 February 1942. Blessman was laid down on 22 March 1943 at the Bethlehem-Hingham Shipyard, Inc., Hingham, Massachusetts; launched on 19 June 1943, sponsored by Mrs. Helen Malloy Blessman, widow of Lieutenant Blessman, and commissioned on 19 September 1943, with Commander J. A. Gillis in command. After fitting out at the Boston Navy Yard and running her acceptance trials in Massachusetts Bay, Blessman departed Boston on 9 October 1943 for shakedown training. Operating out of Bermuda, the new destroyer escort completed her initial gunnery, anti-submarine, and engineering training early in November. She left Bermuda on the 5th, arrived in Boston on the 8th and began post-shakedown availability. Leaving Boston again a week later, Blessman reached the New York Navy Yard on the 16th. He wants this latter objective to be largely completed by 2035. China as a Twenty-First-Century Naval Power focuses on China's navy and how it is being transformed to satisfy the "world class" goal. Beginning with an exploration of why China is seeking to become such a major maritime power, author Michael McDevitt first explores the strategic rationale behind Xi's two objectives. China's reliance on foreign trade and overseas interests such as China's Belt and Road strategy. In turn this has created concerns within the senior levels of China's military about the vulnerability of its overseas interests and maritime life-lines. is a major theme. McDevitt dubs this China's "sea lane anxiety" and traces how this has required the PLA Navy to evolve from a "near seas"-focused navy to one that has global reach; a "blue water navy." He details how quickly this transformation has taken place, thanks to a patient step-by-step approach and abundant funding. The more than 10 years of anti-piracy patrols in the far reaches of the Indian Ocean has acted as a learning curve accelerator to "blue water" status. McDevitt then explores the PLA Navy's role in the South China Sea and the Indian Ocean. He provides a detailed assessment of what the PLAN will be expected to do if Beijing chooses to attack Taiwan potentially triggering combat with America's "first responders" in East Asia, especially the U.S. Seventh Fleet and U.S. Fifth Air Force. He conducts a close exploration of how the PLA Navy fits into China's campaign plan aimed at keeping reinforcing U.S. forces at arm's length (what the Pentagon calls anti-access and area denial [A2/AD]) if war has broken out over Taiwan, or because of attacks on U.S. allies and friends that live in the shadow of China. McDevitt does not know how Xi defines "world class" but the evidence from the past 15 years of building a blue water force has already made the PLA Navy the second largest globally capable navy in the world. This book concludes with a forecast of what Xi's vision of a "world-class navy" might look like in the next fifteen years when the 2035 deadline is reached.

While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions. This book covers the bulk of Beijing's Navy including destroyers, frigates, and corvettes. These categories have seen more growth since 2005 than any other. The rapid growth of ships in these categories is in keeping with the Military Strategy China released in 2015 which states, "... the PLA Navy (PLAN) will gradually shift its focus from "offshore waters defense" to the combination of "offshore waters defense" with "open seas protection," and build a combined, multi-functional and efficient marine combat force structure." The launching of new ships is in addition to retiring very old ships (pre-1990) and modernizing ships build after that. U.S. Navy ships are larger, and the U.S. has more aircraft carriers - China has one active, one being fitted out and 2 (or 3) being built. We plan to go into China's aircraft carriers in depth in another book in the fall if there is enough interest. This book does not go into the ships of the PLA Navy Reserve Force, the People's Armed Police (PAP) or the China Militia (中国民). Those could be another book if there is enough interest).
