Book excerpt: With the increase in the number of power reactors submitting applications for renewed licenses, the U.S. Nuclear Regulatory Commission (NRC) staff realized that members of the public near different power reactor sites had similar questions related to the license renewal process and the risks associated with renewing the licenses. This report, through a question-and-answer format, provides staff responses to frequently asked questions on the license renewal process for commercial, nuclear power reactors. The questions were taken from a variety of sources over the past several years, including written inquiries to the NRC and questions asked at public meetings and during informal discussions with the NRC staff. In responding to the questions, the NRC staff attempted to provide the answers in a clear and non-technical form.

To continue operating, their owners must renew their licenses with NRC, the independent federal agency responsible for licensing and regulating nuclear reactors. NRC evaluates license renewal applications under two parallel reviews for safety and potential environmental impacts. NRC's license renewal process has received increasing public scrutiny due, in part, to the 2011 disaster at Japan's Fukushima Daiichi nuclear plant. GAO was asked to review NRC's license renewal process for commercial nuclear power reactors. This report examines (1) the scope of the license renewal process, (2) the extent to which NRC updates its safety and environmental review guidance, (3) the extent to which NRC follows its documented license renewal procedures, and (4) knowledgeable stakeholders' views on the strengths and weaknesses in the license renewal process and any suggestions for improvements. GAO reviewed documents; visited two nuclear power plants selected based on characteristics such as having gone through the license renewal process; assessed the consistency of NRC reviews with documented procedures; and interviewed NRC officials and stakeholders from industry and public interest groups. GAO did not evaluate the adequacy or substance of NRC reviews or the quality of the agency's"

In the U.S., 104 commercial nuclear power reactors are licensed to operate at 65 sites in 31 States. For each site, there are onsite and offsite emergency plans to assure that adequate protective measures can be taken to protect the public in the event of a radiological emergency. Federal oversight of emergency preparedness for licensed nuclear power plants is shared by the NRC and Federal Emergency Management Agency (FEMA). This sharing is facilitated through a Memorandum of Understanding (MOU). The MOU is responsive to the President's decision of December 7, 1979, that FEMA take the lead in overseeing offsite planning and response, and that NRC assist FEMA in carrying out this role. The NRC has statutory responsibility for the radiological health and safety of the public by overseeing onsite preparedness and has overall authority for both onsite and offsite emergency preparedness. For planning purposes, the NRC defines two emergency planning zones (EPZs) around each nuclear power plant. The exact size and configuration of the zones vary from plant to plant due to local emergency response needs and capabilities, population, land characteristics, access routes, and jurisdictional boundaries. The two types of EPZs are: The plume exposure pathway EPZ extends about 10 miles in radius around a plant. Its primary concern is the exposure of the public to, and the inhalation of, airborne radioactive contamination.
