Three core themes guide the analysis: development, contingency and entanglement. The chapters consider the ways in which decolonization was governed and moderated by concerns about development and profit. A complementary focus on contingency allows deeper consideration of how colonial powers planned for ‘colonial futures’, and how divergent voices greeted the end of empire. The course of Franco-African relations in the near future, though, is less than certain. In this book, Ambassador Francis Terry McNamara outlines France's acquisition and administration of its Black African empire and traces the former colonies' paths to independence. Drawing upon that background, the ambassador examines the structure of post-independence Franco-African relations and recent strains on those relations, especially African economic crises and the French tendency to focus on Europe. By assessing the practical application of Dependency Theory and Modernist Theory to two unique African states, Côte D'Ivoire and Gabon, I seek to provide a comprehensive analysis of the relative costs and benefits of French political and economic influence in these countries. An in-depth discussion of either case's history and political ties with France will allow us to lay the groundwork for an investigation of French trade and foreign direct investment into both economies. To evaluate the costs and benefits I will consult key development indicators and democracy indices. This work finds that the political and economic ties that bind France to her former colonies can, as Dependency Theorists claim, undermine democracy and good-governance. However, we are also able to conclude that both cases have benefited from French multinational presence in their economies though there are limitations to the full modernist interpretation. Lastly this paper was unable to assert whether or not French multi-national presence has a significant effect on either case's level of income inequality.

President Nicolas Sarkozy came to power in 2007 promising change. In many ways he represents a new relationship with Africa and he is free of the baggage of his predecessors. However, in his rise through the Gaullist movement Sarkozy developed ties with some of Francophone Africa's long-standing and authoritarian leaders. The result has been oscillation and ambivalence in French policy towards Africa. Military relations are a case in point. France has initiated extensive and important reform, including renegotiating all military and defence agreements and moving towards a reduction in French troop presence. However, the French military continue to intervene in a variety of settings and will remain present in at least two large bases on the continent. Equally, Africa continues to be of strategic importance to France, especially for oil and uranium. However, change in France's relations with Africa is occurring, and is more dependent on developments in individual Francophone African countries than on the reform debate in Paris. Côte d'Ivoire is an important example. Despite the decisive role played by the French military in April 2011, the relationship has for some years been driven by Côte d'Ivoire's fluctuating crises, rather than by French policy decisions, and by perceptions of France's role, often coloured with conspiracy theory. This prevalence of conspiracy theory in African perceptions of France is driven in part by a continued lack of transparency on the French side. It is also a product of an ambivalence by the Francophone African elite towards renewal, which mirrors that of the French.
