As such, he was Germany's official military observer in the capital of the nation whose potential as an ally of those powers arrayed against Adolf Hitler in the 1930s might have given the dictator pause in any predatory plans he harbored against his neighbors. Though von Boetticher produced a rich and detailed commentary on military and political affairs in Washington in the eight years prior to the outbreak of war between Germany and the United States in 1941, he was nonetheless accused after the war of misjudging America's productive potential and misleading Hitler with overly optimistic reports. As Alfred M. Beck points out, what he actually told German authorities in Berlin is strikingly different from what his detractors later claimed. Von Boetticher "permits a glimpse into the sociology of a conservative officer caste at once assailed by the politics of a regime and the impossibilities imposed on it, its weaknesses in resisting its evils, and its eventual failure to present an alternative to National Socialism's illusory attractions." A loyal German, von Boetticher had strong ties to America. His mother was American-born, he spoke English fluently, and he was enamored of American military history. He was also anti-Semitic and believed that "Jewish wire-pullers" had undue influence over the U.S. government and its policies. His professional ties to U.S. Army officers in the War Department were so strong--supplying them, for example, with details on German air strength and operations during the Battle of Britain in 1940--that they survived until August 1941 and long after the German ambassador himself had been recalled. Torn between his duty to Germany (though the Nazi regime had attempted to harm his son) and his deep affection for America, von Boetticher stood among the broad middle range of German officials who were neither perpetrator nor victim.

Book excerpt: Explores how contemporary novels dealing with flight and expulsion after the Second World War unsettle traditional notions of Heimat without abandoning place-based notions of belonging. At the end of the Second World War, millions of Germans and Poles fled or were expelled from the border regions of what had been their countries. This monograph examines how, in Cold War and post-Cold War Europe since the 1970s, writers have responded to memories or postmemories of this traumatic displacement. Friederike Eigler engages with important currents in scholarship -- on "Heimat," the much-debated German concept of "homeland"; on the spatial turnin literary studies; and on German-Polish relations -- arguing for a transnational approach to the legacies of flight and expulsion and for a spatial approach to Heimat. She explores notions of belonging in selected postwar and contemporary German novels, with a comparative look at a Polish novel, Olga Tokarczuk's House of Day, House of Night (1998). Eigler finds dynamic manifestations of place in Tokarczuk's novel, in Horst Bienek's 1972-82 Gleiwitz tetralogy about the historical border region of Upper Silesia, and in contemporary novels by Reinhard Jirgl, Christoph Hein, Kathrin Schmidt, Tanja Dückers, Olaf Müller, and Sabrina Janesch. In a decisive departure from earlierapproaches, Eigler explores how these novels foster an awareness of the regions' multiethnic and multinational histories, unsettling traditional notions of Heimat without altogether abandoning place-based notions of belonging. One shift can be observed within the notion of blackness itself, which progresses from a state that precedes political articulation, to one that is negotiated discursively. Another shift sees conservative notions of “race” give way to a recodification of blackness as American rather than African. In this way, blackness becomes linked to the advent of a hegemonic power. A further shift can be discerned in the ways nationalist discourses of colonial supremacy and of an impending “darkening” of Europe progress toward the perception of blackness as an entry-point into the cultural complex known as Amerika, into mass culture, and into European modernity itself. For "classic" linguistics there appears to be a need for a review of the state of the art which will provide a reference base for the rapid advances in research undertaken from a variety of theoretical standpoints, while in the more recent branches of communication science the handbooks will give researchers both an verview and orientation. To attain these objectives, the series will aim for a standard comparable to that of the leading handbooks in other disciplines, and to this end will strive for comprehensiveness, theoretical explicitness, reliable documentation of data and findings, and up-to-date methodology. The editors, both of the series and of the individual volumes, and the individual contributors, are committed to this aim. The languages of publication are English, German, and French. The main aim of the series is to provide an appropriate account of the state of the art in the various areas of linguistics and communication science covered by each of the various handbooks; however no inflexible pre-set limits will be imposed on the scope of each volume. The series is open-ended, and can thus take account of further developments in the field. This conception, coupled with the necessity of allowing adequate time for each volume to be prepared with the necessary care, means that there is no set time-table for the publication of the whole series. Each volume will be a self-contained work, complete in itself. The order in which the handbooks are published does not imply any rank ordering, but is determined by the way in which the series is organized; the editor of the whole series enlist a competent editor for each individual volume. Once the principal editor for a volume has been found, he or she then has a completely free hand in the choice of co-editors and contributors. The editors plan each volume independently of the others, being governed only by general formal principles. The series editor only intervene where questions of delineation between individual volumes are concerned. It is felt that this (modus operandi) is best suited to achieving the objectives of the series, namely to give a competent account of the present state of knowledge and of the perception of the problems in the area covered by each volume.
