Book excerpt: "In the quarter century that followed American entry into World War II, the nation's armed forces moved from the reluctant inclusion of a few segregated Negroes to their routine acceptance in a racially integrated military establishment. Nor was this change confined to military installations. By the time it was over, the armed forces had redefined their traditional obligation for the welfare of their members to include a promise of equal treatment for black servicemen wherever they might be. In the name of equality of treatment and opportunity, the Department of Defense began to challenge racial injustices deeply rooted in American society. For all its sweeping implications, equality in the armed forces obviously had its pragmatic aspects. In one sense it was a practical answer to pressing political problems that had plagued several national administrations. In another, it was the services' expression of those liberalizing tendencies that were permeating American society during the era of civil rights activism. But to a considerable extent the policy of racial equality that evolved in this quarter century was also a response to the need for military efficiency. So easy did it become to demonstrate the connection between inefficiency and discrimination that, even when other reasons existed, military efficiency was the one most often evoked by defense officials to justify a change in racial policy."_x000D_ Morris J. MacGregor, Jr., received the A.B. and M.A. degrees in history from the Catholic University of America. He continued his graduate studies at the Johns Hopkins University and the University of Paris on a Fulbright grant. Before joining the staff of the U.S. Army Center of Military History in 1968 he served for ten years in the Historical Division of the Joint Chiefs of Staff.

The integration of African Americans and women into the United States Armed Forces after World War II coincided with major social movements in which marginalized civilians demanded equal citizenship rights. As this book explores, due to personnel needs, the military was a leading institution in its opening of positions to women and African Americans and its offering of educational and economic opportunities that in many cases were not available to them in the civilian world. By opening positions to African Americans and women and remaking its "where boys become men" image, the military was an institutional leader on the issue of social equality in the second half of the 20th century. The pushback against gay men and women wishing to serve openly in the forces, however, revealed the limits of the military's pragmatic progressivism. This text investigates how policymakers have defined who belongs in the military and counts as a soldier, and examines how the need to attract new recruits led to the opening of the forces to marginalized groups and the rebranding of the services.

The armed services fiercely resisted integration, gender equality, and LGBTQ equality but over time have grown to value America’s well spring of diversity as a strategic and operational advantage. Under the Trump administration many of the military’s policies supporting transgender inclusion were reversed, making the U.S. military one of many institutions caught in the ideological tug of war regarding social change, which is at the heart of the present day American polarization. For as far as America has come, we still have work to do for Truman’s vision of equality of opportunity to become a reality for all Americans. What Is It Good For?, Kimberley Phillips examines how blacks' participation in the nation's wars after Truman's order and their protracted struggles for equal citizenship galvanized a vibrant antiwar activism that reshaped their struggles for freedom. Using an array of sources--from newspapers and government documents to literature, music, and film--and tracing the period from World War II to the Iraq and Afghanistan wars, Phillips considers how federal policies that desegregated the military also maintained racial, gender, and economic inequalities. Since 1945, the nation's need for military labor, blacks' unequal access to employment, and discriminatory draft policies have forced black men into the military at disproportionate rates. While mainstream civil rights leaders considered the integration of the military to be a civil rights success, many black soldiers, veterans, and antiwar activists perceived war as inimical to their struggles for economic and racial justice and sought to reshape the civil rights movement into an antiwar black freedom movement. Book excerpt: Diversity, inclusion, and equal opportunity are three terms that are often used interchangeably; however, there are some differences in how they are interpreted and applied between the Department of Defense (DOD) and civilian organizations. In the past few decades there have been rapid changes to certain laws and policies regarding diversity, inclusion, and equal opportunity in the Armed Forces. Since 2009, DOD policy changes and congressional actions have allowed individuals who are gay to serve openly with recognition for their same-sex spouses as dependents for the purpose of military benefits and opened all combat assignments to women. On June 30, 2016, DOD announced the end of restrictions on service for those transgender troops already openly serving. However, in August of 2017, President Donald J. Trump directed DOD to (1) continue to prohibit new transgender recruits, (2) review policies on existing transgender sevicemembers, and (3) restrict spending on surgical procedures related to gender transition. Military manpower requirements derive from National Military Strategy and are determined by the military services based on the workload required to deliver essential capabilities. Some argue that to effectively deliver these capabilities a workforce with a range of backgrounds, skills and knowledge is required. Those who support broader diversity and equal-opportunity initiatives in the military contend that a more diverse force is a better performing and more efficient force. They point out that the nature of modern warfare has been shifting, requiring a range of new skills and competencies, and that these skills may be found in a more diverse cross-section of American youth. Some argue that historically underrepresented demographic groups continue to be at a disadvantage within the military and that efforts should be intensified to ensure equal opportunity for individuals in those groups. Some also contend that if the military is to remain competitive with private-sector employers in recruiting a skilled workforce, DOD should offer the same equal-opportunity rights and protections that civilian employees have. Others oppose the expansion of diversity to include non-traditional gender identification because they fear it would undermine military cohesion and effectiveness, and would not accurately reflect American society as a whole.
