This book examines the patterned and unpatterned forms of international activity through which states relate to the most important entities in world politics: their neighbors. The cooperative and conflictual behavior in international politics occurring within regional contexts is discussed, with emphasis on the sources and forms of this behavior as well as the issues that contribute to it and those that it creates. This monograph is comprised of 15 chapters and opens with an analysis of clusters of variables that form linked patterns within each international region, paying particular attention to the developmental issues that appear to be posed in the various regions of world politics. The following chapters focus on social-psychological factors in regional politics; regional patterns of economic cooperation; political change in regional systems; patterns of transregional relations; and interactions between regional organizations in various parts of the world and the global system that may affect either the operation of the latter or influence actions and functions of the former. The final chapter examines the problems and pitfalls of regional integration theories, along with their inability to "scientifically" predict the pathways of regional development. Book excerpt: On June 6, 2000, President Bill Clinton and King `Abdullah II announced that the United States and Jordan would begin negotiations for a bilateral free trade agreement (FTA). The two sides signed the FTA on October 24, 2000, and President Clinton submitted the FTA to the 107th Congress on January 6, 2001. Bills to implement the FTA were introduced in the Senate (S. 643) on March 28, 2001, and in the House (H.R. 1484) on April 4, 2001. H.R. 2603 (Thomas) and S. 643 (Baucus) were reported out of the House Ways and Means and Senate Finance Committees on July 26. H.R. 2603 was passed in the House, by a voice vote, on July 31, and in the Senate by a voice vote on September 24. It became law as P.L. 107-43 on September 28, 2001. In the past, Congress has shown an interest in developing free trade relations between the United States and select Middle East countries. In 1985, Congress approved the U.S.-Israel FTA and amended it in 1996 to include the West Bank and Gaza Strip as well as qualifying industrial zones (QIZs) between Israel and Jordan, and Israel and Egypt. Since 1994, when Jordan and Israel signed a peace treaty, Congress and the Clinton Administration also undertook several initiatives designed to assist the Jordanian economy. These initiatives included increased levels of foreign assistance, debt forgiveness, and the QIZ program. In addition to covering traditional reductions in barriers to trade in goods and services, the FTA also deals with other issues that became part of the U.S. trade policy agenda during the Clinton Administration such as intellectual property rights (IPRs), e-commerce, and labor and environmental standards. The inclusion of labor and environmental standards within the text of the FTA has provoked disagreement between those with differing visions of what should be included in future U.S. FTAs. The volume of bilateral trade between the United States and Jordan throughout the 1990s was consistently modest. Many top Jordanian exports to the United States already enter the United States duty-free through various programs, and cereals - the top U.S. export to Jordan - already face low or zero-level tariff rates. Therefore, a free trade agreement is unlikely to have an immediate and dramatic impact on the volume of bilateral trade. However, Jordanian exports of textiles and apparel to the United States, as well as U.S. exports to Jordan of various commodities that face moderately high Jordanian tariffs, could expand under an FTA. In addition to a modest increase in the bilateral trade of goods, a U.S.-Jordan FTA could have several economic and political implications. These include the possibility of increased levels of trade in services, greater foreign direct investment (FDI) to Jordan both from U.S. and foreign-based companies, and reinforced momentum for further economic reform in Jordan. If approved by Congress and the Jordanian parliament, the U.S.-Jordan FTA will also mark the first U.S. free trade agreement with an independent Arab country, thereby reflecting the strength of U.S.Jordanian bilateral relations and the importance that the United States attaches to these relations.

Book excerpt: On May 9, 2003, the Bush Administration proposed the establishment of a U.S. Middle East Free Trade Area (MEFTA) within a decade (by about 2013). This proposal came a year and a half after the September 11, 2001 terrorist attacks on the U.S. World Trade Center and the Pentagon. The MEFTA was billed as part of a plan to fight terrorism -- in this case, by supporting the growth of Middle East prosperity and democracy -- through trade. On June 23, 2003 the Bush Administration described a six-step process for Middle East entities to become part of that MEFTA: (1) joining the World Trade Organization (WTO); (2) possibly participating in the Generalized System of Preferences; successively entering into (3) trade investment framework agreements (TIFAs), (4) bilateral investment treaties (BITs), and (5) free trade agreements (FTA) with the United States; and (6) participating in trade capacity building. The MEFTA would cover 20 entities in what many refer to as the Middle East/North Africa -- 16 in the Middle East: Bahrain, Cyprus, Egypt, the Gaza Strip/West Bank, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Qatar, Saudi Arabia, Syria, the United Arab Emirates and Yemen; and four in North Africa: Algeria, Libya, Morocco, and Tunisia. Although U.S.-Middle East trade is small (4-5% of total U.S. trade), oil and gas are key imports, accounting for one-fourth of all oil and gas imported and more than one-tenth of all oil and gas consumed in the United States each year. Textiles and apparel are the second most important imports from these entities. The most important U.S. exports to these entities are transportation equipment and machinery. The Bush Administration's initiative aims to help diversify and improve the economies of the Middle East, provide jobs for the rapidly growing population, stimulate U.S. exports, and help Middle East countries make economic reforms -- values echoed by The 9-11 Commission Report as part of a comprehensive strategy to countering terrorism. Since the Bush Administration first announced its trade initiative, it has made substantial progress in working with MEFTA entities to support WTO membership, and to develop TIFAs, BITs, and FTAs and progress along the steps outlined above. Since the beginning of 2003: Saudi Arabia has joined the WTO, and Iraq, Iran, Lebanon, Yemen, and Algeria are negotiating accession. In addition, TIFAS have been completed with seven countries: Kuwait, Oman, Saudi Arabia, the United Arab Emirates, Yemen, Qatar, and Iraq, bringing the total to 12. Other TIFA partners are Bahrain, Egypt, Jordan, Algeria, Morocco, and Tunisia. BITs have been completed with one country, Jordan, bringing the total to five. Other BIT partners are Bahrain, Egypt, Morocco, and Tunisia. Finally, a bilateral free trade agreement has been implemented with Jordan, Israel, Morocco, and Bahrain; signed with Oman (January 19, 2006); and is under negotiation with the United Arab Emirates. This brings the number of MEFTA FTAs to four implemented, one awaiting congressional action, and one under negotiation. FTA negotiations underway with Egypt have been suspended over human rights issues. This report will be updated as events warrant.
