Agriculture, Diversification, and Gender in Rural Africa uses a longitudinal cross-country comparative approach to contribute to the understanding of smallholder agriculture in sub-Saharan Africa. Relying on unique household level data collected in six African countries since 2002, it addresses the dynamics of intensification and diversification within and outside agriculture in contexts where women have much poorer access to agrarian resources than men. Despite a growing interest in smallholder agriculture in Africa, this interest has not been matched by the research on the subject. While recent policies focus on reducing poverty through encouraging smallholder agriculture, there are few studies showing how livelihoods have changed since this time, and especially how such changes may have affected male and female headed households differently. Moreover, agriculture is often viewed in isolation from other types of income generating opportunities, like small scale trading. Agriculture, Diversification, and Gender in Rural Africa looks at how livelihoods have changed over time and how this has affected the relationship between agricultural and non-agricultural sources of livelihoods. In general, women have much poorer access to agricultural sources of income, and for this reason the interplay between farm and non-farm sources of income is especially important to analyse. Providing suggestions for more inclusive policies related to rural development, this edited volume outlines current weaknesses and illustrates potential opportunities for change. It offers a nuanced alternative to the current dominance of structural transformation narratives of agricultural change through adding insights from gender studies as well as village-level studies of agrarian development. It positions change in relation to broader livelihood dynamics outside the farm sector and contextualises them nationally and regionally to provide a necessary analytical adaption to the unfolding empirical realities of rural Africa.

Developing countries face tough dilemmas in deciding on appropriate price poli eies to stimulate food production and maintain stable, preferably low, prices for poor consumers. Governments in developed countries face similar difficult deci sions. They are called upon to give income guarantees to farmers whose incomes are unstable and relatively low when compared to those in the nonagricultural sector. These guarantees often lead to ever-increasing budgetary outlays and unwanted agricultural surpluses. High prices make new investments and the application of new technologies more attractive than world prices warrant, and a process is set in motion where technological innovation attains amomenturn of its own, in turn requiring price policies that maintain their rates of return. Surpluses are disposed of with subsidies in domestic markets or in the international market. Price competition reduces the market share of other exporters, who may be efficient producers, unless they are willing to engage in subsidy competition. This lowers export earnings and farm incomes or depletes the public resources of developing countries that export competing products. Retaliatory measures have led to frictions and further distortions of world prices. Every so orten the major agricultural exporters - the USA, the EC, Aus tralia, or Canada - accuse one another of unfair intervention. Though they have agreed to discuss agricultural trade liberalization under GATT negotiations, if anything, the expenditure on farm support has continued to increase in both the EC and the USA.

At the same time, inflation-adjusted agricultural commodity prices have been trending downward as increases in supply outpace the growth of demand. Recent severe weather events, biofuel mandates, and a switch toward a more meat-heavy diet in emerging economies have nevertheless boosted commodity prices. Whether this is a temporary jump or the beginning of a longer-term trend is an open question. Agricultural Productivity and Producer Behavior examines the factors contributing to the remarkably steady increase in global yields and assesses whether yield growth can continue. This research also considers whether agricultural productivity growth has been, and will be, associated with significant environmental externalities. Among the topics studied are genetically modified crops; changing climatic factors; farm production responses to government regulations including crop insurance, transport subsidies, and electricity subsidies for groundwater extraction; and the role of specific farm practices such as crop diversification, disease management, and water-saving methods. Vietnam’s agricultural exports are easily affected by external factors. It is overly dependent on the Chinese market, and its agricultural products do not as yet meet strict global standards. Challenges facing Vietnam’s export of fruits and vegetables to the Chinese market include technical barriers, long risk assessment periods, restrictions on products exported through official quotas to the Chinese market, and frequent changes in China’s policy on border crossings. The ongoing COVID-19 pandemic has underscored the importance of market diversification to this sector. To further develop its agricultural export sector, Vietnam needs to gather and consolidate information on import standards and guide its farmers on product quality requirements. Besides, efforts to gradually diversify its markets are essential for it to avoid being dependent on a small number of partners and markets. Vietnam’s participation in international organizations such as ASEAN, APEC, WTO, and AEC exemplifies its increasingly active efforts at seeking new development opportunities. The seventeen bilateral and multilateral free trade agreements which have been signed by Vietnam partly demonstrates efforts at achieving market diversification.
