Book excerpt: Frederick Augustus Voigt (1892-1957) was a British journalist and author of German ancestry, most famous for his work with the Manchester Guardian and his opposition to dictatorship and totalitarianism on the European Continent. In 1916 he was called up for military service in the First World War and spent nearly three years in the British Army, two of them on the Western Front. Out of this experience came his first published work, a book of memoirs of his war service based on his diaries and letters home from the front, entitled Combed Out (1920). In 1919 he joined the advertising department of the Manchester Guardian and the following year was dispatched by the editor, C. P. Scott, to act as assistant to the newspaper's Berlin Correspondent, J. G. Hamilton. He was among the first British journalists to bring attention to the threat to Germany and Europe posed by the nascent National Socialist (Nazi) movement and from 1930 he was an implacable opponent of Hitler and the Nazis.

Focussing on the Political Warfare Executive (PWE), it tells the story of British efforts to undermine German morale and promote resistance against Nazi hegemony. Staffed by civil servants, journalists, academics and anti-fascist European exiles, PWE oversaw the BBC European Service alongside more than forty unique clandestine radio stations; they maintained a prolific outpouring of subversive leaflets and other printed propaganda; and they trained secret agents in psychological warfare. British policy during the occupation of Germany stemmed in part from the wartime insights and experiences of these propagandists. Rather than analyse military strategy or tactics, British Subversive Propaganda during the Second World War draws on a wealth of archival material from collections in Germany and Britain to develop a critical genealogy of British ideas about Germany and National Socialism. It describes the slow construction of political warfare machinery in London in terms of two twin difficulties: Whitehall politics and fundamental doubts about what a successful war should have as its purpose. It then examines how political warfare operated as a semi-detached adjunct of diplomacy, and how it engaged with the development of armed or "active" resistance in France, Denmark, Poland, and Yugoslavia. This is a study of British political imagination in a period when Britain still acted as a great power in control of her own decisions. The experience of near-defeat, however, left decision-makers with dilemmas about rhetoric and ideology as much as policy.Their refusal to resolve these dilemmas until pushed by events meant political warfare lacked the consistency and definition that might have given it greater force.
