Book Government Abuse

Download or read book Government Abuse written by William Sims Curry and published by Routledge. This book was released on 2017-07-28 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: Government contracting is plagued by nefarious, amateurish, and criminal behavior. By awarding government contracts to corporations as compensation for lavish gifts and personal favors, the United States government fails to serve the public interest effectively and honestly. William Sims Curry identifies and categorizes multiple deficiencies in how government contractors are selected, and proposes how reforms can be instituted. This book is based on extensive research. Curry sifted through two years worth of contractor claims maintained by the Government Accountability Office (GAO) regarding improper behavior of federal government agencies during the contract award process. He identified additional government contracting failures through review of media stories, inspector general reports, court cases, and press releases by government investigatory agencies.Much of this abuse originates from the mandated but ineffective practice of color coding rating proposals and a subjective ratings system. Curry proposes replacing the current practice with a scoring system that weighs contractor selection criteria according to the government's needs. This, along with the other procurement reforms Curry recommends, offers promise for an alternative to the fraud, waste, and incompetence currently rampant in government contracting.

Book Contractor Whistleblower Protections Pilot Program

Download or read book Contractor Whistleblower Protections Pilot Program written by U. S. Government Accountability Office and published by Createspace Independent Publishing Platform. This book was released on 2017-07-11 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: " Whistleblowers play an important role in safeguarding the federal government against fraud, waste, abuse, and mismanagement. The National Defense Authorization Act for Fiscal Year 2013 introduced a pilot program to expand whistleblower rights against reprisal for executive agencies' contractors, subcontractors, and grantee employees. Also, in 2013, the FAR was amended to require agencies to insert a contract clause to ensure contractors communicate rights to their employees for certain contracts. The act also contained a provision for GAO to report on the status of the pilot program. This report: (1) describes the results of the whistleblower pilot program across 14 selected executive departments from July 1, 2013, to December 31, 2015 and (2) assesses the extent to which four departments implemented the pilot program. GAO analyzed survey data from 14 executive departments, which are a subset of all entities covered by the legislation; selected four departments based on high and low contract funds awarded to conduct a more detailed review of the pilot program implementation; interviewed agency officials and contractors; and reviewed a non-generalizable sample of contracts included in the pilot program. Download or read book Improper Payments written by United States Government Accountability Office and published by Createspace Independent Publishing Platform. This book was released on 2017-10-05 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Improper payments are a significant problem in the federal government. To address this problem, IPERA requires that federal agencies review their programs and identify those that are susceptible to significant improper payments-a process known as a risk assessment. DOE's history of inadequate management and oversight of its contractors led GAO to designate DOE's contract management as a high-risk area vulnerable to fraud, waste, abuse, and mismanagement. However, DOE reported that it does not have any programs susceptible to significant improper payments. GAO was asked to review DOE's internal control environment, as it relates to IPERA, to determine whether the department was at low risk for significant improper payments. This report examines the extent to which DOE assessed its programs' risks for improper payments in fiscal years 2011 through 2013. GAO reviewed IPERA, analyzed all risk assessments and related information for this period, and interviewed DOE officials and six contractors selected to represent the types of contractor payments made.
